The foreign relations of Hoterallia (ほてらじあの国際関係, Hoterajia no Kokusai Kankei) are handled by the Ministry of Affairs of Hoterallia. Hoterallia maintains diplomatic relations with almost every member state across Anteria except for some states that the government considered "hostile", in addition to some smaller territories.

Hoterallian foreign relations had their earliest beginnings in the 13th century and after their reopening to the world in 1580 with the disbandment of the Misshitsu policy of isolationism. Hoterallia rapidly modernized and built a strong military, as well as a thriving economy. It maintained a peaceful foreign policy throughout its modernization, even avoiding the Great War and becoming a non-belligerent and diplomatic table for the Eastern Front of the War. Hoterallia was forced into an isolation situation during its 10 years of civil unrest, at this time, Hoterallia was split into cliques that fought each other without foreign interventions. As the war ended, the National Act of 1950 was implemented, reopening Hoterallian doors to the Anteria once again, with that, many foreign investors began to flock to Hoterallia as the country began to recover during the "The Phoenix Revival". During this time, Hoterallia would engage more on the world stage, with the Hoterallian Head of Ministries and Emperor making visits to many countries in Anteria. In the rapid economic developments in the 1960s and 1970s, Hoterallia became one of the major economic powers in the world and regional power.

Recently, Hoterallia participated in humanitarian aid missions in Rohyn by delivering food, water and other accommodations for the people of Rohyn.

Foreign policy

Beyond its immediate neighbours, Hoterallia has pursued a more active foreign policy in recent years, recognizing the responsibility which accompanies its economic strength, mostly with the Eastern Hemisphere nations. Former Hoterallian Head of Ministries Yasuo Yoshikawa stressed a changing direction in a policy speech to the National Diet: "Hoterallia has become a hub for human development, being a closed country will not help Hoterallia grow as a whole. But we can change it by opening our doors wider, constructing a peace-loving nation."

Hoterallia also developed a list of countries that the government considered "hostile and dangerous". The "敵対的な領土" (Tekitai-Tekina Ryōdo) list was composed by former Foreign Affairs Minister Koroji Tanaka that classified some individual countries and territories that are considered a threat to Hoterallia as a whole, some countries in this list include: Bakyern, Neuewland, Rohyn (considering to lift the status)...

Special diplomatic relations

Riamo

The Hoterallian relation with the Riamese dated back to the 2nd Century, this event is still considered as fiction, but some of the oldest records of Riamese presence was in the Hoterallian literature work of "Hoteraria Shoki", describing Riamese merchants as:

They [the Ancient Riamese] are exotic and strange people, they seems peaceful, yet so full of wits, they spoke a language we ordinary peasants, even intellectual and governor, are yet to comprehend. They came in peace at first, trying to communicate with the locals, after a while, the locals started to view some of the inventory that they brought in their ships, strange food and souvenirs. The governor [of Hojike (now Saipoi)] decided to trade some of the souvenirs for our delicate porcelain, they were fascinated...
