Littland is a federal parliamentary republic, where legislative power is vested in the Folkekammer and the Landskammer. Littish politics takes place within the constitutional framework of the Constitution of Littland, with the Federal President serving as head of state and the Prime Minister as head of government. The Littish Judicial System is independent of the executive and legislative branches of government.
Constitution
The Constitution of Littland outlines a federal republic consisting of seven autonomous federal states (Delstater). Both the federation and all its states have written constitutions defining them as republican entities governed according to the principles of representative democracy. The Constitution a separation of powers into executive, legislative, and judicial branches. The executive branch consists of the "neutral" Federal President as head of state and the Prime Minister who is the head of government. The legislative branch is represented by the Folkekammer, elected directly through proportional representation, with the States participating through the Landskammer, although their power is limited to a veto-power over legislation. The judicial branch is headed by the Constitutional Court, which oversees the constitutionality of laws.
Executive
Federal President
The Head of State in Littland is the Federal President. The Prime Minister runs the government and day-to-day politics while the role of the Federal President is mostly ceremonial. The President is not obliged by Constitution to refrain from political views. They are expected to give direction to general political and societal debates, but not in a way that links them to party politics. Most Presidents were active politicians and party members prior to the office, which means that they have to change their political style when becoming president.
Prime Minister
The Prime Minister heads the federal cabinet and thus the executive branch of the federal government. They are elected by and responsible to the Folkekammer. The other members of the government are the Federal Ministers; they are chosen by the Prime Minister. The office is currently held by Albert Simonsen. The Prime Minister cannot be removed from office during a four-year term unless the Folkekammer has agreed on a successor. This constructive vote of no confidence also prevents the Prime Minister from calling a snap election.
Legislature
Federal legislative power is divided between the Folkekammer and the Landskammer. The Folkekammer is directly elected by the people, while the Landskammer represents the governments of the states. The federal legislature has powers of exclusive jurisdiction with the states in areas specified in the constitution. To gain representation in the Folkekammer, a party needs to pass the 2% electoral threshold.
The Landskammer consists of 42 seats and is less powerful. Its members are selected by the state legislatures. The power of the Landskammer is rather limited, in most cases it only has veto-power over legislation.
Folkekammer
The Folkekammer is elected for a four-year term and consists of 183 seats elected by proportional representation. The Folkekammer has several functions such as being the chief legislative body on the federal level. The Folkekammer also elects and oversees the Prime Minister, the head of government, and sets the government budget among other responsibilities. The majority of parties in the Folkekammer are organized into several parliamentary groups called Blocs, the largest Bloc is The Progress List which collectively has 87 seats. Folkekammer elections are to be held every four years on the second Friday of November.
Political Parties
Blocs
Political parties in Littland are organized into different Blocs. Out of eleven parties in the Folkekammer, only two are not affiliated with a political Bloc, the Centre Party and the Communist Party of Littland. The largest Bloc, The Progress List, collectively has 87 seats. The other Blocs include Red Alliance, with 63 seats and The Greens with 21 seats.
States
Littland is a federal state and comprises 7 constituent states. Each state (Delstat) has its own constitution and is largely autonomous, some topics however, such as foreign affairs and defence, are the responsibility of the federal government. The most populous state, Kaslund, contains the federal capital of the same name.
