Listed below is the complete Order of Battle for the Battle of the Sabri Sea fought between 22 November and 24 November 1935. In terms of combined tonnage of engaged vessels, the Battle of the Sabri Sea was the largest naval battle of the Siduri War.

Center Fleet
The Center Fleet was the main body of the Cacertian Royal Navy combat fleets in 1935 and based at the Navy’s primary operating base in Fumicino. It possessed some of the most battle-hardened crews of the Cacertian Royal Navy and was led by Grand Admiral Doria.

The Center Fleet had a total of 25 battleships of which only 20 were available for use by the time of the battle, organized into two Battle Squadrons with the Grand Admiral’s flagship at the head of the 1st Battle Squadron. The 20 vessels of the 1st and 2nd Battle Squadrons formed the main body of the Center Fleet offensive force and are listed below in order of importance.

The Center Fleet sailed to Andria with a single battlecruiser squadron which formed the backbone of the fleet’s quick reaction force. Headed by Division Admiral Evelina Squillante, the 1st Battlecruiser Division was made up of the newest, and ultimately last, generation of Cacertian battlecruisers.

Cruisers
A wide range of Cacertian cruiser classes of the Center Fleet were present at the battle. While the firepower of Cacerta’s cruisers were considered incapable of engaging enemy battleships and battlecruisers, their mobility made them great for screening against enemy destroyers attempting to make torpedo runs. The Center Fleet fielded a total of 20 cruisers of varying weight class.

Southern Fleet
The ships of the Southern Fleet formed the initial combat element and were the first vessels to engage the Inner Sphere during the main engagement on the second day of the battle. Of the three Cacertian fleets involved in the battle, the Southern Fleet suffered the most casualties.

Syaran National Fleet
Originally known as the the Nuandan Fleet, the National Fleet was created in July 1935 in preparation for Operation Scylla. It was the largest fleet ever assembled by the Navy of the Syaran Republic and included all of Syara's battleships and battlecruisers, and most of their cruisers and destroyers. Unlike their Cacertian opponents, the Syarans were divided into "Battle Clusters", small fleets of battleships supported by cruisers and destroyers. The Clusters, ten in all, consisted of between 8-11 ships typically centered around a pair of battleships. These in turn were usually augmented by two or three cruisers of various types and supported by a flotilla of four to five destroyers. Although this gave them more flexibility than most Cacertian divisions and squadrons, this system was inefficient and cumbersome when it came to managing large fleets of multiple clusters, reflective of Syaran inexperience with large scale naval operations.
The Syaran National Fleet fielded ten Clusters, nine main battle line clusters intended to engage the Cacertian fleets while a tenth cluster, the Forward Cluster, served as a recon-in-force. Clusters were commanded by a Senior Captain, who was also the Captain of the flag ship, although often tactical control of the ship would be handed to the second-in-command.
