The Bombing of Cao Khoat was an air raid operation initiated by Lucis Commonwealth nation Concordia. It's objective was to eliminate the city's industrial district and decrease civilian morale for the war. The operation was codenamed Operation Rainfall.
Over 100,000 civilians were killed and a million were rendered homeless as a result of the firebombing.
