Rika Hietanen (15 July 1998) is a Balambian intelligence officer working with the International Law Enforcement and Special Operations Command as part of the Estharian group in the organisation.
A daughter of a lawyer, Rika has been fascinated with law as a child, hence she took up law school. During the Arachnid Drug War, she voluntarily enlisted as part of her on-job training. She became one of the ILESOC's known defendants in case its members were tried in court internationally. Apart from this, her knowledge with the law would allow her to establish contacts with other lawyers in different countries. She became a member of ILESOC's juridical side, which is also headed by her commanding officer, Teletha Testarossa. One of Rika's well-known contribution was the discovery and hunt for Leonard Testarossa, her CO's elder brother and a traitor to the allied cause by smuggling Arachnid into Gallia and Erebonia.
Rika is the granddaughter of EWII veterans Juho Hietanen and Riisa Vanhala through her father.
