The Government of Zacapican (Nahuatl: 𐐓𐐯𐐷𐐰𐐿𐐰𐑌𐐰𐑊𐐨𐑆𐐻𐑊𐐨 𐐞𐐰𐐿𐐰𐐹𐐨𐐷𐐬𐐻𐑊, Teyacanaliztli Zacapiyotl) is the administrative component of the Zacapine state which is contained within the executive branch of the federal government headed by the Tepachoani. The Tepachoani is the supreme chief of the administration, followed by the Chief Secretary (Huei Amatlacuilo) who is the second deputy of the Tepachoani after the Vice Tepachoani who supervises the legislature. The Chief Secretary takes on various duties in supervising the cabinet and the many ministries of the state, termed Secretariats (Amatlacuiloyan). The Secretary of each of these ministerial organs must supervise a variety of subordinate agencies and at times state-owned calpolli entities in the realization of their duties. Budgetary and jurisdictional disputes between agencies and Secretariats are the concern of the Chief Secretary, whose primary function is to maintain cohesion within the government on behalf of the Tepachoani freeing them from many of the petty aspects of leadership needed to keep the government operational at the highest levels, allowing the supreme chief to focus on decision making and policy.
The overall headquarters of the government is in the capital city of Quitzapatzaro. Within the capital itself, the Tepachoani and their staff reside in the formal seat of government in the Huei Tecpanchan. Meetings of the cabinet and major decisions involving the Secretariats are typical made in this building, or relayed through its staff if the Tepachoani is elsewhere. Each of the Secretariats have their own separate headquarter buildings for their respective organizations across the capital city, mostly centered in the old Mictlahuic quadrant of the city. However, this geographic focus does not apply to the myriad subordinate agencies within each Secretariat which have their own headquarters all across the country, with many of them being established in large population centers like Angatahuaca or in locales relevant to their area of responsibility, such as the location of the Zacapine Authority of Outer Space Affairs or Cenyacanaliztli Cualantme Citlalli Zacapiyotl in Tzopilopan, the birthplace and primary nerve center of the Zacapine space exploration initiative.

- Cenyacanaliztli Cualantme Hueayotl - Maritime Affairs Authority. This organ of the Agriculture Secretariat is the main supervisory organ for the Zacapine fishing industry and all of its facets. It is responsible for establishing and enforcing the standards for fishing vessels and their maintenance, rules regarding the operation of these vessels and the conduct of fishermen at sea, and the curtailment of overfishing. The CCH conducts inspections of fishing vessels, becoming involved in investigations into maritime disasters and incidents involving such vessels, and also conducts surveys of marine life specifically to ascertain the state of the fisheries and regulate fishing in certain parts of Zacapine waters accordingly. Its responsibilities with regards to the safety of fishing vessels overlaps with the duties of the Office of Maritime Safety under the Secretariat of Transportation, while its conduct of marine life surveys and assessments of the fisheries overlaps with the United Republics Oceanographic Survey under the Secretariat of Science and Technology.

- Tetlamamaquiliztli Otme, Panahuazme auh Atenamime - Roads, Bridges and Dams Administration, headquartered in Tenamicalli. It is responsible for enforcing the the construction and maintenance of roadways, embankments, retaining walls, road and rail bridges, as well as various dams and dikes. It was created under the auspices of the Xolotecate era as the main organ through which the central government could directly fund and oversee the construction of many kinds of public infrastructure that would be vital to the modernization of the country. Over time, parts of the TOPA's original responsibilities would be delegated to other organs of other Secretariats. The United Republics Highway Authority would assume control of the highway system and is now independent responsible for maintaining and expanding those roads, while the rest of the Zacapine interrepublican and inter-city road network would remain under the auspices of the TOPA. Control of Zacapican's hydroelectric dams is now shared between the TOPA which look after the physical integrity and maintenance of the dams while officers of the Secretariat of Energy control the generation and power supply aspects of the dams' operation.
- Cenyacanaliztli Callime Cepan Tlacatlatocayomeyotl - United Republics Housing Authority, serving as one of the central pillars of the modern Calpolli system responsible for the construction and management of residential buildings across the country. The Housing Authority is particularly fundamental to the function of Zacapine urban zones, in which the overwhelming majority of the apartment buildings and other residential structures were built under the auspices of the Housing Authority. Apartment buildings are seldom built on their own in Zacapican, and are usually part of holistic altepetlianca development in which several buildings are arranged to provide sheltered internal courtyards and green spaces and are built together with community centers, temples, schools, clinics and shops to meet the daily needs of the residents. An atlepetlianca is typically built by the Housing Authority at the specific request of an expanding calpolli entity, and is handed over to the management of that calpolli once completed. In the case of calpolli collapse, the property returns to the control of the Housing Authority, which must then oversee the reassignment, repurposing or demolition of the structures. Very few residential buildings remain under the active management of the Housing Authority at any once time. The organization is also responsible for assigning housing units upon request to foreigners who must pay an elevated fee to the unit, to homeless citizens or refugees who are to be housed at the expense of the state, or to state employees who are not housed through a calpolli organization. It is headquartered in the capital, Quitzapatzaro.

Industry
The Secretariat of Industry is the main organ of the state involved in directing economic development. It has been headed since 2020 by Amatlacuilo Talen Kyekruk, one of the few Ona in the upper echelons of Zacapine government. The efforts of the Secretariat and its subordinate agencies are focused on the construction of new factories and industrial plants to affect the expansion certain sectors of the economy, as well as the supervision of existing sectors and the calpolli associations within these industries. The function of the Supervisory Office is to monitor the activities of the calpolli in that industry, to regulate the output, and to render financial assistance under certain conditions such as when the production of a particular type of machine has significant positive externalities to the wider economy.
- Tetlamamaquiliztli Tequipancoquetztia Cepan Tlacatlatocayomeyotl - United Republics Industrial Construction Administration, headquartered in Tequitinitlan. This organ of the Industry Secretariat organizes the construction of factories, plants, and other infrastructure associated with the establishment of new industrial calpolli factory-communes and the government-led expansion of industry, as opposed to the organic expansion of existing calpolli funded by their own profits. Calpolli specializing in construction are contracted directly to work for the Administration on industrial expansion projects of this type.
- Tlecopatl Tlatoyotl Tequipan Acalquetztia - Supervisory Office of the Shipbuilding Industry, headquartered in Tecolotlan. Due to the outsized role that shipbuilding plays in the local economies of several Zacapine port cities, the role of the Shipbuilding office is primarily to prevent through various means the collapse or decline of the industry both on a nationwide scale as well as within any individual locality with a major economic dependence on shipyards for employment. Where the closure of local shipyards becomes an economic inevitability, it is the responsibility of the Shipbuilding office to relocate the calpolli workers and reconsolidate the industry to mitigate the social fallout of such an occurrence.
- Tlecopatl Tlatoyotl Tequipan Tepoztotoquetztia - Supervisory Office of the Aircraft Industry, established in 1944 following the commercial success of the Aztatl Association to aid in the further expansion of the aircraft industry in Zacapican. It is headquartered in Tecolotlan, the home city of the Aztatl Association and their main aircraft manufacturing plants which account for the bulk of the aircraft industry across the country.
- Tlecopatl Tlatoyotl Tequipan Yetepozzoquetztia - Supervisory Office of the Heavy Machine Industry. The oldest supervisory office, created to direct the nascent industry of the 1920s towards the production of machines and industrial equipment for the establishment of more factories and the exponential growth of the manufacturing sector. In the modern day, the Heavy Machines office directs and subsidizes the production of equipment needed to sustain other industries in Zacapican. It also directs the modernization of this machinery to affect the perpetual modernization of the general industry across the country and prevent technological stagnation from setting in into any major industry. It is headquartered in Tequitinitlan.
