The National Salvation Council (Gaullican: Conseil de salut national, Rwizi: Kanzuru reRuponeso rweNyika) was a military junta that governed Rwizikuru from the 1964 coup d'etat against Preisdent Pierre-Ardachir Niyonzima until the proclamation of the Kingdom of Rwizikuru in 1968 by Izibongo Ngonidzashe. Created to reverse the economic reforms and foreign policy of Vudzijena Nhema, the National Salvation Council was marked by increasing authoritarianism, particularly as Izibongo Ngonidzashe used his position as Chairman of the National Salvation Council to centralise power within himself, and remove members opposed to his agenda.

The National Salvation Council comprised of five individuals, including the Chairman of the National Salvation Council, who served as the acting president of Rwizikuru during this period, with the remaining four serving as ministers. Due to the suspension of the 1946 constitution for the duration of its existence, the National Salvation Council effectively functioned as both executive and as the legislature, with decrees passed by it having the force of law.
