The 1970-71 Community of Nations crisis was a diplomatic and military crisis in Kylaris surrounding Songguo's attempt to gain a permanent seat on the committees of the Community of Nations.

Background

Prior to 1971, the Community of Nations had five permanent members on every committee, consisting of Estmere, Kaxakh, Werania, Negara, and the Federation of Asteria. Songguo was frustrated at its exclusion from the club of nations with permanent seats, and beginning in 1960 the Songhua government authorized preparatory intelligence operations to lay groundwork for an eventual bid for a permanent seat. This mainly consisted of intelligence operations, particularly bribery and blackmail, against individuals with influence within the CoN and in particular the Administrative Committee. These operations intensified in 1967, when a new Secretary-General was elected and the lineup of the Administrative Committee for the next four years finalized.

Beginning of the crisis

On December 9th, 1970, at just past eleven in the evening, the Songhua delegation to the Community of Nations sent a proposal resolution to the Administrative Committee and made the unusual request that the committee convene immediately to consider if and when to put the matter to a vote. Careful planning meant the committee had a quorum within forty-five minutes, and thanks to the suddenness, the hour, and some efforts by the Sensitive Affairs Bureau to interrupt communications, few governments were able to officially offer their input to the committee. Committee members from nations aligned against Songguo who had not received word from their governments and had been previously targeted by the MSJ were pressured into voting the motion through. The committee decided to push the vote on the approved resolution back until May 20th, 1971, and quickly finalized the proceedings to officially enter it into the International Assembly's itinerary.

The following morning, there was widespread outrage and a number of members of the committee were recalled and replaced by their respective governments. However, with the resolution having been finalized and given a date for a vote, the matter was now coming to a head.

December 10th, 1970 - March 25th, 1971

Extensive diplomatic maneuvering and espionage took place during this period, with Songguo and the rest of the Qingzhou Treaty organization persuading a number of nations to support the cause through a variety of means. Several attempts to cancel the resolution or otherwise nullify the Administrative Committee's decision, spearheaded by Negara and other DITO states, were thwarted, causing consternation and anger.

March 25th - May 8th

On March 25th, elements of the Negaran army were ordered to cross the Line of Control on the Southwest Frontier. Refusing, they were once again ordered on pain of court martial to do so by the President on the 28th, and by the morning of April 2nd, the Southwest Frontier War had begun. Negara's last-ditch attempt to send a message to Songguo to withdraw the resolution, however, was thwarted, as Songhua forces capably beat back the Negaran attack, and fear of wider hostilities led Negara's allies to apply diplomatic pressure to end the conflict. The conflict also generated sympathy towards the Songhua cause in the International Assembly.

May 8th - May 20th

After the Southwest Frontier War ended, efforts to halt the resolution from going forward largely ceased, and it passed on May 20th.
