The 2024 Syaran Federal Elections were held on 20 June, 2024, to elect representatives to the High Council of Syara, and in turn, the Executive of Syara. The election saw the expansion of the Syaran Federalist Party Majority, resulting in the re-election of Executive Anita Beleska.
Electoral System
Syara is a parliamentary Federal Republic with the High Council as the national legislature. The Executive, who serves as both Head of State and Head of Government while in office, is elected by the High Council, which typically results in the party with the most seats in the High Council electing one of their own. Syara has two major political parties, the liberal conservative Federalist Party and the nationalist, fundamentalist Union Party. The High Council is a bicameral body composed of the lower National Assembly, and the upper Federal Council. The National Assembly consists of 300 members apportioned to the Realms of Syara based on population distribution, while the Federal Council consists of 100 members, 25 from each Realm. Each Realm is subdivided into 25 provinces each which correspond to Federal Council Seats, and each province contains a number of Districts corresponding to the National Assembly. Potential candidates for the High Council first engage in Provincial elections in a run-off voting system, whom then compete on election day (June 20th, the day before the Summer Solstice, a Syaran national holiday), in a first-past-the-post system. Once the election is complete, the new Council meets on the first week of July and elects an Executive, who assumes office on the first day of August. The minimum voting age is 18.
Campaign
The Federalist Party emerged unexpectedly victorious in the 2020 Election, with Anita Beleska defeating incumbent Radovan Kostović and the Union Party. The result came as a surprise to many observers and analysts given Kostović's relative popularity and was largely attributed to the lackluster enthusiasm for Kostović and his Neo-Warden philosophy by the more traditional Wardens of the Union Party. The 2020 Election saw the Federalists take power for the first time since 2016, and for only the second time since the foundation of the Commonality in 1988. The election was largely seen as evident of a national realignment among political demographics in the aftermath of the Zemplen War, which had seen many youth voters and moderates turn away from the Unionists in favor of the more cosmopolitan Federalists. This in turn had led to the rise of the Neo-Wardens under Kostović, who had broached reconciliation with Ruvelka at the cost of upsetting traditionalist Union factions and many of the border provinces.
Executive Beleska's first term in office saw a period of general stability and economic growth, most noticeably in the information technology, medical and telecommunication sectors. Syaran GDP growth during her first term averaged at 2.3% per year, with a low of 1.0% in 2022, largely due to the impact of the Continuation War on the global economy. By 2023 however growth had risen to 2.6%, while unemployment remained below 4% for the entirety of the the Beleska Administration. As early as March 2023 commentators were predicting a straightforward nomination process for the Executive, given general satisfaction with her leadership, above average approval raitings, and a lack of any feasible challenger. This was effectively confirmed in November 2023 when the Federal Party Directorial Committee confirmed that Anita Beleska would remain Executive if the Federalist Party maintained its' majority in the High Council.
By comparison the Union Party was wracked by internal divisions and factional infighting following the aftermath of the 2020 election, with accusation between orthodox Warden and Neo-Warden officials over the reason behind their defeat. The result was a contentious primary campaign marred by internal disagreement. As early as summer 2022 many political commentators predicted the Unionists would struggle to rally behind a single candidate due to the Neo-Warden/Orthodox divide. Over the winter of 2023-2024 Unionist politicians began rallying behind Federal Council Member Manough Antebian, who secured the nomination in February 2024 after receiving endorsements from the Scitarian and Galanian Warden Congresses.
The primary issues of contention leading up to the election was foreign policy, immigration, and welfare reform. Foreign policy debate was driven by two main factors; the Continuation War and its outcome, and the announcement that Radovan Kostović would leave the office of Foreign Minister following the election. Criticism of the Federalist Party was levied by the Unionists over the Beleska's administration's lack of major movement, with Union Candidate Antebian advocating for the formation of a power bloc between Syara, Svinia, Æþurheim, and Drazhinskiya. Beleska in December 2023 endorsed a foreign policy centered on a "Siduri-first" strategy, aimed at strengthening ties with the Siduri League, namely Tennai, Shirvaniya, Cacerta, Serikos, and Quenmin. Immigration became a political issue as immigration from Serikos and other smaller Siduri states rose from ~75,000 per year from 2010-2020 to ~200,000 annually during the Beleska Administration, largely attributed to relaxed requirements and regulations regarding faith based migration. Syara officially maintains immigration quotas, but exceptions exist for members of the Zobethos faith, Syara's national religion, who face a much simpler and more direct path to immigration. The issue spilled into religious debate as orthodox Warden elements favored tighter restrictions on what constituted membership in the Zobethos faith, which would mainly have effected Serikese immigrants. Welfare reform became a political hot topic after reports of significance variance of public welfare across the Realms, with the Union Party endorsing the creation of a new Government ministry, the Ministry of Public Health and Care, while the Federalists maintained support for Realm government level programs, with assistance from the federal level.
Outcome
Public polling between the summer of 2023 and the spring of 2024 showed a slowly tightening race but the Federalists largely maintained a lead by 10-12 points leading up to the election. Provincial elections were held in May, with federal elections following on June 20th. As predicted, the Federalists expanded their majority in the High Council, going from 210 seats to 239, with 60 seats in the Federal Council. The Federalists received 55.8% of the vote, or 71,903,520 total tallies. The Union Party lost 29 seats recording only 42.3% of the vote, the worst since the 2012 Federal Election. Anita Beleska was sworn in for her second term on 1 August, 2024.
