Atramentar, or as it is officially known, the United Kingdom of Atramentar, is a constitutional monarchy located on the continent of Kaea in the region of Septentrion, along the eastern border with Casaterra. It has a population of 100 million people, which live on 4,223,000 square kilometers with an average population density of 24 citizens per square kilometer. Atramentar stretches from Mentara Bay in the north to the Gulf of Wanka in the south, and is bordered by the nations of Frigia in the north, Murovanka to the south, and Brunsmark and Mozria in the east. Atramentar has one of the highest GDP per capita in Kaea, with an economy based around extraction, manufacturing, and information technology.

Etymology

The name Atramentar derives from the former jaerldoms, now provinces, of Atraxia and Mentara. During the Six Years War (Atraxia), an alliance between Jaerl Rothgar of House Corvida in Threnody and Jaerl Magnus of House Lupina in Thule defeated a bid for dominance by Jaerl Torren of House Aquila in Coronach. Jaerl Magnus was later killed in action and when Jaerl Rothgar was crowned king of all the clans, he named the country Atramentar, a combination of the two jaerldoms.

History

Sylvan Era

Atramentar’s history can be traced back to the end of the 1st century BCE when expeditionary legions from Sylva landed at the Atraxis Delta and established a fortress there. The weather was recorded as being misty and rainy and miserable, with keening winds; the Sylvan general, Quintus Lysander, named the stronghold Threnody. For the next sixty years, Sylvan legions systematically conquered and united the clans under imperial rule and named the province Atraxia. As generations passed and the Sylvans interbred with the Atraxians, fresh troops arrived to take control of the garrisons and governorship.

A distinctive Sylvano-Atraxian culture emerged through the next five hundred years as the Sylvans introduced improved agriculture, urban planning, industrial production, and architecture. After the initial invasions, Sylvan historians generally only mentioned Atraxia in passing. By the 8th century, Sylvan reinforcements stopped arriving, and the clans began to vie for dominance once more.

Middle Ages

From 1013 - 1019, the Six Years War ravaged much of the country. Jaerl Torren of House Aquila embarked upon a campaign from his capital in Coronach, leading the armies and banners of Aesingar crossed the Hel River and marched into Jaegerland. An alliance between Jaerl Rothgar of Atraxia and Jaerl Magnus of Mentara managed to narrowly defeat Torren at Revenance. With Coronach smashed, the allies secured Amberland and Jaegerland. Aesingar was annexed the following year. Jaerl Magnus was killed in action, and Jaerl Rothgar was crowned king.

In 1175, King Magnar Torvalius crossed Mentara Bay with 12,000 men and conquered Orcadia. With the addition of the island as a new province, the common borders of Atramentar were set.

Pre-Pan-Septentrion War

In 1749 King Arthur XI of Sylva outlawed all non-monotheistic religions. As a result, many Sylvan provinces, especially in Germanordic west, broke into open rebellion. Northern states assembled armies as the monarchy attempted to purge all other religions, resulting in the Violet Rebellion. In response to the decree, King Dengar Lysandrius Ticondreaus sent the heads of thirteen missionaries to King Arthur XI, each forehead branded with the rune for Odin.

Atramentar’s first diplomatic emissary was sent in 1758 to Murovanka to establish a formal embassy. In 1846, the Murovankan royal House of Hohenzentner was overthrown. When Wilhelm Friedrich von Auerhahn proclaimed himself the Holy Emperor of Wanka after a brutal civil war, Atramentar closed its embassy. Relations suffered and border skirmishes became common, though full war was avoided.

During the Colonial Wars (1821), Atramentar’s navy repelled a brief Sylvan advance in the Gulf of Wanka. This was the first armed conflict between Sylva and independent Atramentar.

In 1903, brothers Zedward and Kaen Ritter developed and built the first unpowered flying apparatus. Two years later, in 1905, the Ritter brothers made their first powered flight in a machine they called the Ritterhawk, in Kyrie Vale.

Modern Era

When the Pan-Septentrion War erupted in 1931, Atramentar did not declare neutrality, but also did not take part in the conflict beyond defending the border. The Crown and Government of Atramentar officially denounced the use of chemical weapons as cowardly and inhumane.

Geography

Since the end of the last glacial period, Atramentar has had six distinct forest regions, including extensive boreal forest in Mentara. Atramentar has around 11,700 lakes, containing much of the region's fresh water. There are also fresh-water glaciers in the Orcadian Alps as well as the Snowdagger, Wyrmspear, and Glasir Mountains. Atramentar is geologically active, lying on the fault line between the Nordic Plate and the Casaterran Plate, resulting in occasional earthquakes and potentially active volcanoes, notably Mon Serra, Mon Baldir, Mon Cassus, and Mon Skol in the Ironspine Mountain range. The volcanic eruption of the Jormundagr Cone in 1675 was among Atramentar's worst natural disasters, killing 3200 people and destroying the village of Mina Ferra in the North Ironspine valley of northern Amberland. The eruption produced a 22.5-kilometer (14.0 mi) lava flow, and, according to local legend, blocked the flow of the North Eisen River. Atramentar's population density, at 24 inhabitants per square kilometer (38.4/sq mi), is in the lower range for the region. The most densely populated part of the country is the Coronach - Winterhaven Corridor, situated in eastern Aesingar from Aesir Sound to the Vanir River and border with Achesia.

Climate

Average winter and summer high temperatures across Atramentar vary from region to region. Winters can be harsh in many parts of the country, particularly in Mentara and Orcadia, which experience daily average temperatures are near −15 °C (5 °F), but can drop below −40 °C (−40 °F) with severe wind chills. In noncoastal regions, snow can cover the ground for almost six months of the year, while in parts of the north snow can persist year-round. Southeastern Amberland, southern Atraxis, and southern Jaegerland have a temperate climate, with a mild and rainy winter. On the east and south coasts, average high temperatures are generally in the low 20s °C (70s °F), while between the coasts, the average summer high temperature ranges from 25 to 30 °C (77 to 86 °F), with temperatures in some interior locations occasionally exceeding 40 °C (104 °F).

Atramentari Provinces

Aesingar and Atraxis contain nearly 40% of the country’s 100 million residents, which mostly live in the Atraxis Delta and along the Coronach - Winterhaven Corridor. The Corridor, between Aesir Sound and the Vanir River, has a relatively high population density with much of the peninsula resembling a single cityscape. From space it is one of the clearly identifiable areas on the planet – however it also has a high level of air pollution in Septentrion. The city of Coronach lies at the head of Aesir Sound, which opens onto the Northern Sea, and is backstopped by a small coastal mountain range called the Sunhome Peaks. Coronach is the nation's largest city and the capital of Aesingar.

The province of Jaegerland is home to Atramentar’s largest naval station, Naval Base Dagmar, located in the southern districts of the Ravencrown metropolitan area, on the Hel River Delta. The delta is best known as the Helta and Ravencrown is one of the largest ports in Atramentar. Much of the trade to and from Meridia and western Casaterra passes through Ravencrown.

Amberland in the west is so named for its abundant agriculture, particularly grain production. Periodic eruptions from the Ironspine mountain range deposit ash across the province, enriching the soil. The Ironspines are also rich in mineral and metal deposits. Ore processing complexes and refineries are most numerous in Magna Ferra, the industrial center of Atramentar. The country’s largest army base, AFB Westfall, is located near the eponymous city.

The national capital of Threnody is found in Atraxis, in the Atraxis Delta, on the shores of Adagion Bay. Comprising the delta region and the Atraxis River valley between the Greyshield and Einherjar mountain ranges. In the north of the province is the lake Mar Corvis; on the southern shores lies Kyrie Vale, among the highest cities in Atramentar with an elevation of 1731m (5690 ft.). Kyrie Vale is also the birthplace of the aviation pioneers, the Ritter Brothers. Zedward and Kaen Ritter's famous first flight aboard the Ritterhawk set all of Septentrion on a path to the open skies and the stars beyond.

Mentara is a mountainous province in the north of the country, though not so mountainous as Amberland, nor so temperate; Mentaran winters are notoriously harsh. The two major cities in the north, Thule and Orcadia, are largely powered by geothermal energy. With the widespread availability of geothermal power, and the harnessing of many rivers and waterfalls for hydroelectricity, most residents have access to inexpensive hot water, heating and electricity.

The island province of Orcadia lends its name to the capital and largest city. Nestled between the south fork of the Orcadian Alps and perched on the northern side of Mentara Bay, the city of Orcadia is the center of Atramentar's fishing industry. Tourism places a surprisingly prominent role in the local economy, with cruise ships from Casaterra and Evora making port in the pristine city. Whale watching tours are popular, as are the resorts with geothermal hot springs.

Government & Politics

Atramentar is a constitutional monarchy with a strong executive office and bicameral legislature. It is a Unitary state that is subdivided into six provinces: Aesingar, Amberland, Atraxis, Jaegerland, Mentara, and Orcadia. Atramentar's current constitution was ratified in 1930.

Executive Branch

The reigning monarch and the cabinet ministers of the Royal Senate comprise the executive branch, known as the Crown. The monarch leads the executive branch, appoints the ministers, and is the commander-in-chief of the Royal Atramentari Forces. Article I of the Atramentari Constitution vests the executive power of Atramentar in the monarch. The power includes execution of federal law, alongside the responsibility of appointing federal executive, diplomatic, regulatory and judicial officers, and concluding treaties with foreign powers with the advice of the House of Archons. The monarch is further empowered to grant federal pardons and reprieves, and to convene and adjourn either or both houses of the Althing under extraordinary circumstances. The monarch is largely responsible for dictating the legislative agenda of the House of Archons; the House of Praefects devises its own agendas, typically along party lines. The monarch also directs the foreign and domestic policy of the United Kingdom of Atramentar.

Legislative Branch

The legislative branch, known collectively as the Althing, is composed of the (upper) House of Archons and the (lower) House of Praefects. The membership of the House of Archons is made up of Lords Spiritual and Lords Temporal. The Lords Spiritual are 13 Golgothen (high priests) in the established Circle of Runes. Of the Lords Temporal, the majority are nobility and peers who inherit their positions and serve for life, or until they abidicate in favor of their chosen successor. A small number of Archons are appointed by the monarch on the advice of the Consul Primaris, or on the advice of the House of Archons Appointments Commission.

The House of Archons scrutinizes bills that have been approved by the House of Praefects. It regularly reviews and amends Bills from the Praefects. While it is unable to prevent Bills passing into law, except in certain limited circumstances, it can delay Bills and force the Praefects to reconsider their decisions. In this capacity, the House of Archons acts as a check on the House of Praefects that is independent from the electoral process. Bills can be introduced into either the House of Archons or the House of Praefects.

The composition and powers of the House of Praefects are established in Article I of the Atramentari Constitution. The major power of the Praefects is to pass federal legislation that affects the entire country, although its bills must also be passed by the Archons and further agreed to by the monarch before becoming law (unless both Houses re-pass the legislation with a two-thirds majority in each chamber). The Praefects has some exclusive powers, including: the power to initiate revenue bills, and to impeach officials (impeached officials are subsequently tried in the Archons).

Members are elected by simple plurality ('first-past-the-post' system) in each of the country's electoral districts, which are known as wards. Praefects may hold office until the Althing is dissolved and serve for constitutionally limited terms of up to five years after an election. Historically however, terms have ended before their expiry and the sitting government has typically dissolved the Althing within four years of an election according to a long-standing convention. Seats in the House of Praefects are distributed roughly in proportion to the population of each province. However, some wards are more populous than others and the Atramentari constitution contains some special provisions regarding provincial representation; thus, there is some interprovincial and regional malapportionment relative to population.

Judicial Branch

Royal Atramentari Law is adjudicated by the Atramentari Justice System. The highest court in the judiciary branch, and final court of appeals, is the Supreme Court of Atramentar. The court grants permission to between 40 and 75 litigants each year to appeal decisions rendered by provincial and federal appellate courts. Its decisions are the ultimate expression and application of Royal Atramentari Law and binding upon all lower courts of Atramentar, except to the extent that they are overridden or otherwise made ineffective by an Act of Althing or the Act of a provincial legislative assembly pursuant to Section 33 of the Atramentari Charter of Rights and Freedoms (the notwithstanding clause).

Prime Justices of the Supreme Court of Atramentar are appointed by the monarch, a process whereby the monarch makes appointments based on the advice of the Royal Senate. By tradition and convention, only the Consul Juris (Minister of Justice), advises the monarch and this advice is usually expressed exclusively through a consultation with the Consul Primaris. A Prime Justice, as with all federal judges, may sit on the bench until the age of 75 years, at which age retirement is mandatory.

The Rook Party is one of the two largest parties in Atramentar. The Rooks hold a center-right political position and a majority in both legislative houses. The Rooks stand for a strong military, centralized government, as well as an assertive, even aggressive foreign policy.

The Knight Party is the second of the two largest parties, and currently form the Opposition in the House of Praefects. The Knights represent a center-left political position, standing for as well as a decentralized federal government and increased rights for the provincial governments.

The Sovereign Party holds an ultra-conservative position, and their party leader, Magnus Decimus Baldrsson, is the current Skald (Speaker) of the House of Praefects. Though traditionally in support of the Rooks’ neoconservative agenda and strong federal government, Sovereigns disagree on domestic issues such as the opinion that the monarch should holds more direct power; they do feel almost identical on matters of foreign policy.

The Crusader Party holds a skepticism of authority; however, Crusaders diverge on the scope of their opposition to existing political and economic systems. Crusaders advocate laissez-faire capitalism and strong private property rights, such as in land, infrastructure, and natural resources. This is in direct opposition to both the conservative stances.

The Labor Party is primarily concerned with advocating the interests of workers in Atramentar and holds a typically socialist-leaning position. Labor members, know colloquially as Grits, are typically leaders of prominent unions, particularly in the area of Magna Ferra, in Amberland.

The Wolf Party comprises the independent members that refuse affiliation with other parties. The grouping of the independent members into a party at all is a contentious issue, with members often refusing to be labelled as Wolves. The political stances of each member vary widely, and are most representative of their individual wards.

The Regent Party is composed of members who seek a separatist agenda for their constituent province. These members are most frequently elected in Orcadia and typically hold a far-left political stance.

Foreign affairs

Atramentar has recently signed on as a member of the Axis for Ensuring Global Integrity and Security (AEGIS), a multinational defensive organization dedicated to the preservation of sovereign independence within the region and abroad, and in the preservation of Germanic and Nordic culture, and fostering of fraternity among signatories.

Military

The de-jure military of Atramentar is the Royal Atramentari Forces. The military budget takes up 12.9% of gross domestic product, approximately $344.28 billion. Atramentar has approximately 1 million personnel in the Forces, both active and reserve, about 1% of the total population. Accordingly, defense spending per-head is the among the highest in Septentrion, and as such, maintains one of the best equipped and well-trained militaries in the region. The Royal Atramentari Forces are equipped almost entirely by private manufacturing corporation Halcyon Arms. Equipment is either purchased directly from Halcyon Arms, or is produced in one of eight Halcyon manufacturing facilities across the country.

The monarch holds the title and office of Commander-in-Chief of the nation's armed forces and appoints its leaders, the Consul Legatus and the Praetori Legati. The main objectives of the Atramentari military are to defend the sovereignty and territorial integrity of the realm, deter foreign aggression, and promote the nation’s ideals and interests across the globe. The Consul Legatus (Minister of Defense) is responsible for command over all branches of the Royal Atramentari Forces, and is advised by the three Praetori Legati (Command Officers). Though there are four branches of the Royal Atramentari Forces - the Royal Atramentari Army, Royal Atramentari Navy, Royal Atramentari Sky Force, and Royal Atramentari Marines - there is no Praetor Legatus for the Marines, as they are organized under the Navy. Atramentar’s military is strictly a volunteer force.

Royal Atramentari Army

The Royal Atramentari Army is the largest branch of the Royal Atramentari Forces and performs land-based military operations. As of 31 Decembris 2015, about 400,000 personnel serve in the Army - about 250,000 regulars and 150,000 reserves - which is nearly half of the Royal Atramentari Forces. The Army maintains a number of bases throughout the country, and relies on superior training, equipment, and tactics to defeat numerically superior enemy forces. The combat doctrine incorporates combined arms, maneuver warfare, and an almost entirely mechanized force. Halcyon Arms-produced equipment includes the Mission Adaptable Standard Infantry Rifle (MASIR) series of weapons as the primary armament of every soldier, the M6A1 Crusader Main Battle Tank, the M9A1 series of fighting vehicles, and the Mantis series of tactical vehicles.

Royal Atramentari Navy

The Royal Atramentary Navy is the naval warfare service branch of the Royal Atramentari Forces. It is a blue-water navy with the ability to project force onto the littoral regions of the world, engage in forward areas during peacetime where needed, and rapidly respond to regional crises, making it an active player in Atramentari foreign and defense policy. The navy operates three carriers, two active and one in reserve, and as of 31 Decembris 2015, about 325,000 personnel serve in the Navy - about 200,000 regulars and 125,000 reserves - making it the second largest branch of service. The current role of the Navy is to protect Atramentari interests at home and abroad, executing the foreign and defense policies of the Crown and Government through the exercise of military effect, diplomatic activities, and other activities in support of these objectives. The Navy is also a key element of the Atramentari contribution to AEGIS, with a number of assets allocated to AEGIS tasks at any time. Halcyon Arms-produced vessels in the Navy include the Gallant-class fleet carriers, Pathfinder-class guided missile cruisers, Sabre-class littoral frigates, and Legacy-class strike submarines.

Royal Atramentari Sky Force

The Royal Atramentari Sky Force is the aerial warfare force of Atramentar. The Sky Force's mission is to support the objectives of the Atramentari Ministry of Defense, which are to "provide the capabilities needed: to ensure the security and defense of the United Kingdom of Atramentar, including against terrorism; to support the Crown and Government’s foreign policy objectives particularly in promoting international peace and security." Today the Sky Force maintains an operational fleet of various types of aircraft, described as being leading-edge in terms of technology. This largely consists of fixed-wing aircraft, including: fighter and strike aircraft, airborne early warning and control aircraft, electronic warfare aircraft, aerial refueling aircraft and strategic and tactical transport aircraft. The majority of the Sky Force's rotary-wing aircraft operate in support of ground forces. As of 31 Decembris 2015, about 225,000 personnel serve in the Sky Force - about 150,000 regulars and 75,000 reserves. Halcyon Arms-produced aircraft include the F/A-33 Wolf, B-7 Ghost, C-53 Arkangel, E14B Warden, AV-24B Fennechawk, and FQ-41A Raven UCAV.

Royal Atramentari Marines

The Royal Atramentari Marines are Atramentar's amphibious light infantry force, forming part of the Naval branch, along with the Royal Atramentari Navy. As a highly-specialized and adaptable light infantry force, the Marines are trained for rapid deployment worldwide and capable of dealing with a wide range of threats. The Marines operates in all environments and climates, though particular expertise and training is spent on amphibious warfare, arctic warfare, mountain warfare, expeditionary warfare, and its commitment to the Atramentar's Mjolnir Force, a dedicated rapid response unit seconded to the martial arm of AEGIS. Halcyon Arms-produced equipment is much the same as that of the Army, with the added issue of the Deadeye Defender SMG.

Economy

The United Kingdom of Atramentar has a partially regulated market economy. Based on market exchange rates Atramentar is today among the top economies in Septentrion. HM Treasury, led by the Quaestor (Minister of Finance), is responsible for developing and executing the Crown and Government's public finance policy and economic policy. The Bank of Atramentar is the country's central bank and is responsible for issuing notes and coins in the nation's currency, the throne. The Atramentari throne is Septentrion's fifth-largest reserve currency. Since 1983 the Bank of Atramentar's Monetary Policy Committee, headed by the Jaerl of the Bank of Atramentar, has been responsible for setting interest rates at the level necessary to achieve the overall inflation target for the economy that is set by the Quaestor each year.


Science and Technology

Atramentari Space Exploration Agency

The Atramentari Space Exploration Agency (A-SEA) is responsible for all strategic decisions on the Atrmentari civil space programme and provide a clear, single voice for Atramentari space ambitions. A-SEA's mission is to reach for new heights and reveal the unknown so that what A-SEA does and learns will benefit all humankind.

A-SEA has three Halcyon Arms Dawntreader-class Orbital Delivery Vehicles (ODVs): ODV-1 Dawntreader, ODV-2 Excelsior, and ODV-3 Odyssey. The Dawntreader made her maiden spaceflight in early 2014, with personnel from Atramentar, Murovanka, and Reicha. Future planned missions will include personnel from other space agencies and programmes. Added as a secondary facet of A-SEA's Earth-to-orbit operations, the Valkyrie orbiter is a workhorse for the more routine Atramentari missions, including the regular deployment and repair of satellites. There are four orbiters in the Atramentari fleet: ODV-10 Mjolnir, ODV-11 Viking, ODV-12 Majestic, and ODV-13 Thule. Each orbiter has a small and large cargo module that can be changed out to maximise fuel efficiency dependent on the cargo being transported.

Primarily utilised for exploration missions, the Ceres capsules are launched atop one of the Cruithne series of rockets. A-SEA currently has six capsules in its inventory, each of which are slated for lunar or Martian missions. The Atramentari naming convention for lunar missions is Leo, and Scorpio for Mars. The Cruithne line is a series of rocket-powered launch vehicles, intended as a spaceflight workhorse, designed and built by Halcyon Arms in Crown facilities. Models include the single-core Cruithne Standard, the three-core Cruithne Heavy, and the seven-core Cruithne Magnus, each featuring a final transit stage to finalize the delivery of the cargo.

Culture

Sport

Atramentar has professional leagues in hockey, football, futbol (soccer), and rugby, as well as amateur organizations for nearly every sport, in communities all across the country. While most major Atramentari sports have evolved out of Casaterran practices, rugby and hockey are Atramentari inventions, which have become popular in other countries.

All amateur sports are governed by the Atramentari (Olympic) Committee, including sports not represented in the (Olympic) Games. Those sports that are, are also indirectly governed by the International (Olympic) Committee. Professional sports in Atramentar are privately governed, with franchises privately owned and managed. The market for professional sports in Atramentar is roughly $4 billion NSD, roughly 50% larger than that of all of Kaea. Most popular for many years have been the Atramentari Futbol Association (Atramentarii Fuutbaal Jinsosit), Atramentari Football League (Atramentarii Fuutbaal Liiga), Atramentari Hockey League, and Atramentari Rugby Association. Rugby has been considered the national sport since 1867, and is now considered the official summer sport of Atramentar with hockey being the official winter sport as of 1955. College football and basketball also attract large audiences.

Religion

Nearly 80% of Atramentari people identify as followers of the Runic faith; non-believers make up the second largest demographic. The Circle of Runes is the organized church of the Runic faith, which is also known as Asatria. Congregation leaders are called gothen; the most senior church officials are the thirteen Golgothen.
