The Cualtiya Ellaci Tlatequipanoque Zacapiyotl (lit. "Zacapine Disaster Amelioration Service"), better known as the CETZ, is an agency of the Secretariat of Public Safety. Its mission is to mitigate the impact of any emergency affecting the territory of Zacapican, be it the result of natural forces or a man-made accident, with a focus on minimizing the impact to the lives of the citizenry of the United Republics. This is primarily accomplished through a network of shelters, stores of disaster supplies, and several subordinate organizations of specialized relief and rescue workers that can be mobilized in response to an emergency. The disposition of these CETZ resources is laid out according to the potential hazards in a given area. Originally created to provide relief in the aftermath of the numerous and varied natural disasters the landmass of Zacapican experiences, the CETZ has now become much more closely associated with remediation of major industrial accidents and radiological contamination incidents as a result of their ongoing role in containing and liquidating the lasting effects of the Zacatlilco and Xochitlalpan disasters. Emergency workers enlisted in service under the CETZ are known as the tzinquixque (lit. "those who reduce, take away") stemming from their perceived role to reduce and eliminate the consequences of a disaster.
