Donnan (Huaxian: 東寒国 Dōnghánguó), officially the Republic of Donnan (東寒民国 Dōnghán Mínguó), is a sovereign state located in northwesternmost part of Arcadia. Donnan is bordered to the south by Federal Union of Arcadia; to the north lies the Borrhean Ocean, and to the west the Immanic Ocean. Its population of 6.7 million is almost entirely concentrated in the Hanbu Megaregion, which spans the southwestern coast of the country and includes the capital city Pinkong, as well as Hanbu and Chunnay. Other notable cities include Songshuwan, located in the southeast, and Beihaijia, the northernmost settlement in Donnan and in Arcadia as a whole.

The penninsula has been populated by mankind for tens of thousands of years, having served as one of the entry points of mankind from the Old World to Arcadia by way of its proximity to Huaxia. The earliest explorations of the area by Huaxia was undertaken in the 1500s by the explorer Ming Huan as part of a greater expedition along the Arcadian western coast; the first permanent settlement of Huaxian colonists in the territory of modern Donnan was established in 1615 at New Donghai, 7 years after the founding of Fusang farther south. Throughout the 17th and 18th centuries, Huaxian colonists founded additional cities along the Arcadian coastline, which each effectively functioned as city states with notable autonomy from the Huaxian empire, trading primarily with Huaxia and the local native population. Huaxian colonization of the region was abruptly halted by the Arcadia-Huaxia Frontier War in 1863, in which the Federal Union conquered and annexed much of Huaxian Arcadia. The remaining city states united in 1915 upon the collapse of the Huaxian Empire, declaring their independence and establishing the modern republic of Donnan in the Guiding Charter, following Arcadian example to form a federated republic. Since its independence, Donnan has largely remained neutral in the rivalry between the Federal Union and Huaxia.

Donnan is a founding member of the !UN. The Donnanese economy centers largely around the extraction of oil, gas, and raw metals, as well as around fishing and a modest arms industry. Tourism also plays an important role in the economy, with tourists visiting both the metropolitan centers and the vast interior wilderness. Donnan is classified as a developed country; it performs well overall in education, health care, and human development rankings, though it trails behind the neighboring Federal Union.

Since the 1970s, Donnan has been widely criticized for the unequal treatment of its indigenous population, and as such is the subject of various sanctions, particularly by the Federal Union and the Thalassic Federation. International investigations have shown that the indigenous peoples of Donnan have lower income, shorter life expectancy, more limited representation in government, and effectively no representation for their languages; they are also reportedly disproportionately targeted by law enforcement. In recent years, Donnan has been accused of cultural genocide of the indigenous populations.


Etymology

The name Donnan is an Estarian corruption of the Huaxian name Dōnghán, the first two characters of the Huaxian name Dōnghánguó (東寒国), which translates literally to "east-cold-country", or more generally to "The frigid land to the east". This name was coined by Huaxian explorers when they discovered the land of Donnan.

The continent of Arcadia is more generally referred to in Huaxian as Fusang, a mythical tree of Huaxian folklore that lay east of Huaxia; the name was also applied to the first permanent Huaxian settlement in Arcadia, which now lies within the territory of the Federal Union. The name Fusangguo was a popular alternative name for Donnan in the early years of nationhood but is not found within the text of the Guiding Charter.
