Donovan Monroe is a Zamastanian politician and philanthropist who currently serves as the Representative for Landeda's 4th congressional district, a seat he has held since 2014. In the 109th congress he was appointed Majority Chief Deputy Whip under Representative Corey Hamilton. Prior to being elected to congress, he was initiator of the Iris Circle community organization, which funds nonprofit and supported policy innovations and community organizations in economic opportunity, education, environmental sustainability and health. After his father's death from brain cancer, Monroe founded a biotech company for cancer cure research called Cycle Capital.

A leading figure in the national politics of the Green Liberal Party, Monroe has authored multiple climate action bills, including one that would require more frequent reporting by electricity providers on energy sources, another that would establish an earlier net zero goal for state agencies, and a few bills aimed at facilitating electrification. He also supports reforming ZamCare to prioritize teachers, early childhood educators, child care providers, health care workers and vulnerable seniors.
