The Kallias government is the thirty-third and incumbent government of Lihnidos led by Archon and Grand Logothete Efthymios Kallias. It was formed on 18 October 2024 following Kallias's confirmation by the Bouleuterion as grand logothete after his appointment by Empress Stella II on 12 October 2024. Kallias's appointment as grand logothete came after the Conservative-National Alliance and Populist People's Party won a majority in of seats in the Bouleuterion in the 11 October 2024 general election. It succeeded the second Zarou government and has been the incumbent government for 2 months and 2 days.
The government is comprised of members of the CNA and PPP. Prior to the 2024 general election, Kallias had announced that the CNA and PPP would form a coalition government if the CNA won a plurality of seats but failed to secure an absolute majority. The Council of Logothetes, the main organ of the government, is composed of eighteen logothetes, seven women and eleven men. The government is currently operating as a majority coalition government.
History
Background and formation
In May 2024, the Zarou government passed electoral reforms with the support of the Conservative-National Alliance. The reforms were opposed by all minor opposition parties, as well as the Coalition of Progressive Socialists, which were part of the Zarou government at the time. The reforms, which implemented a mixed-member proportional representation system, reduced the number of single-member constituencies, implemented a five percent threshold for proportional party-list seats, and created a seat bonus system for party with the most votes in an election. The five percent threshold was the primary source of opposition from minor parties. The reforms also called for the empress to increase the number of seats in the Bouleuterion by one hundred, which would require a change to the Lihnidosi constitution. In June 2024, the empress gave the legislation imperial assent, dissolved the Bouleuterion, called for an election on 11 October, and signed an imperial decree increasing the size of the Bouleuterion.
The 11 October general election saw the CNA win a plurality of the popular vote and Bouleuterion seats. As the victory did not result in an absoulte majority for the CNA, Kallias announced the following morning that the CNA would form a coalition government with the PPP. Following his announcement confirming a coalition government, Kallias met with the empress who appointed him as archon and grand logothete. The following week on 15 October, Kallias met again with the empress to present his proposed list of logothetes for the Council of Logothetes. The empress assented to all members of his proposed government.
Investiture
The Bouleuterion approved the Kallias government on 18 October 2024 with 240 votes in favor, 184 against, and 26 abstentions. The government was supported by all members of the CNA and PPP. The combined votes of the CNA and PPP resulted in fourteen votes more than would be required for an absolute majority in the 450 seat Bouleuterion. Due to the twenty-six abstentions by the Centrist Union, the government only needed 213 votes in support. All members of the Democratic Coalition and Coalition of Progressive Socialists voted against the government's formation.
