City status in Emerstari is an honor granted through a letter patent by the Emerstarian monarch to a stad (town). It does not apply automatically on the basis of any particular critera, and there are several different types of cities; while they are all referred to as a burg and are officially all equal, there is an unofficial order of precendence: herresburgen (a city over which a peer and a council has authority), katederalsburgen (a city over which a bishop and a council has authority), burgen (a city over which a council of elected aldremånde and an appointed meijer have authority), and folksburgen (a city over which a council of freemen have authority). Currently, there are cities.

Under Emerstarian law, a stad is a munincipality has requested town status and been granted it by the regional duke, or in modern the provincial government. Lower, and typically smaller, than a stad is a by (village), which is a munincipality that has organized a local government with defined borders.
