In the Russian Empire, political associations are legally allowed to form without a formal authorization but they may be banned if deemed dangerous for the State. Political parties must be registered in order to be allowed to contest elections.

Since 1989, the Russian Emprire has had a multi-party system. As of 2018 six parties have members in the parliament, the State Duma, with one dominant party (Imperial Revolutionary Organization). However, despite the legality to form and register political parties, Russia is widely regarded as bein a dominant-party system, in which opposition groups or parties are permitted, but a the Imperial Revolutonary Organization dominates election results.

After the 1980s, Russia had over 100 registered parties, but the people elected to the State Duma represented only a small number of parties. After 2000 the number of parties quickly decreased. From 2008 to 2012 there were only seven parties in Russia, and every new attempt to register new, independent parties was blocked.

Party of power

The term "party of power" refers to a political party that has a close relationship with the executive branch of government such that the party appears to function as an extension of the executive rather than as an autonomous political organization. In the Rssian Empire, the Party of Power forms a legislative block that backs the Tsar. The concept of "party of power" implies that, strictly speaking, the such party does not possess or exercise power themselves even if the party leadership does have some influence over political decisions of last resort.
The concept is applied to the Imperial Revolutionary Organization after 1979, when the Loyalist Opposition Party was granted the authorization to form. The Imperial Revolutionary Organization has a hierarchical top-down structure, is centralised, organised in clientelistic networks, lacks a systematic ideology and often plays a subordinate role towards the bureaucracy.

Registered parties

All parties registered by the Ministry of Internal Affairs have the right to participate in any elections all over the country. The list is placed on the MVD website.
