It was introduced in 1800, shortly after the country achieved federized, and was famously introduced because "the difficulty of managing the human resources of those who died and were injured in the course of the independence served as a paradoxical lesson". The introduction of this Clan system became one of the institutional mechanisms by which the 16 ethnic groups were to accept the Mathoian nation-state.

With the introduction of the ethnicity-neutral Clan system, all place names in Mathoi and some in foreign countries are Clans. This means that the population is re-divided and counted by ethnicity according to Clans. Introduced as an administrative convenience after independence, this system, whose original meaning has been considerably diluted, has had a profound impact on the daily lives of Mathoians.
