The Minister-President of the Empire of the Solarians, more commonly known as the Minister-President of Tengaria, was the nominal head of government during the later stages of the Empire of Tengaria until the post's abolition in 1935. The position was formed in the Imperial Reforms of 1868 which followed the Green Revolution in imitation of the Minister-President of Soravia, but the monarchs still retained significant power over the office and served at the monarch's pleasure. Unlike other more democratic monarchies, the Minister-President was not responsible to and not a member of the Senate, but only to the Emperor. It was a non-partisan position, although its members were mostly drawn from the pro-autocracy aristocracy and Imperial loyalists and had ties to several political parites. The Minister President was head of the Imperial Cabinet, which reported to directly to the Emperor. After the fall of Lenovo in 1930, Simeon Kovachev as regent kept the position in the resistance government based in Visnagrad, Visoclesia. After the liberation of Lenovo in 1933, the government once again moved to Lenovo, along with the Minister-Presidents. These are often considered as counting towards of official Imperial Minister-Presidents, although some lists end with the death of Károly Erdő in 1930.
After the creation of the Amathian puppet state of the Tengarian State during the Great War, the Amathians would use the position to represent the figurehead of the Tengarian puppet government during the time, although this marked the first time the office explicitly took a Tengarian rather than Solarian name. Two of the the collaborationist Minister-Presidents would be executed for treason after the War, while the third, Vasil Stoychev, fled the country but would return to become President of Tengaria in 1940.
Under the first Republic of Tengaria, with the adoption of the 1935 constitution, the position of Minister-President followed the naming system and was seen as being more like the Soravian system, rather than as the Minister-Presidents of the older monarchy. Although the Republic was functionally a Presidential republic like Soravia, the lack of a unified party like Soravia meant that the executive President needed to rely heavily on his Minister-President for parliamentary support. Disputes between the President and Minister-President were common, resulting in many cabinet and governmental changes during the unstable period of the Republic.
Due to memory the problematic relationship of the executives during the Tengarian Republic, the position as it existed under the Tengarian Republic was omitted from Simeon Kovachev's 1958 Constitution, which consolidated executive power in the office of the President. However, Simeon did write in his memoirs that if the monarchy were to be restored, it should restore the position of Minister-President to its proper functionality.
