Neboroskiev is the second-largest city in Beleroskov with a population of 5.8 million people. It is located on the Koskva River downriver from the capital and largest city of Koyevka. Neboroskiev was founded in 1293 by fur traders, but grew in prominence in the late 19th century, where the Neboroskiev Rail Bridge was constructed. Originally named Nebolayevsk ("New Layevsk") in honor of Alesander Layevsk, the city rapidly grew into a major transport, commercial, and industrial hub. During the years of the UCSS, Neboroskiev became one of the largest industrial centers of Beleroskov. Neboroskiev is home to numerous Beleroskovian corporations.

The city hosted peace talks in early 2005 between the Zamastan-led coalition and Malvari Qurtulus party at the end of the 1999-2005 War in Vulkaria.
