Wellvale is the sixth-largest city in Elbresia with a population of 1,485,000. Located within 20 kilometres of the border of Ivite, it is a prominent centre for manufacturing and higher education and is an important economic hub outside of the Egnau-Allhofen region. It is an inland port city, with access to the Olympic Ocean via the Vallen River which constitutes the border with Ivite. Its water access provided convenient transportation of goods, and the timber industry was a major force in the city's early economy. At the turn of the 20th century, the city had a reputation as one of the most dangerous port cities in the world, a hub for organized crime and racketeering. After the city's economy experienced an industrial boom during the World War, its hard-edged reputation began to dissipate. Beginning in the 1960s, Wellvale became noted for its growing progressive political values, earning it a reputation as a bastion of counter-culture. Wellvale was the centre of the LGBT movement in Elbresia and demonstrations in the 1990s within the city led to national legalization of same-sex marriage in 1994.
