The National Security Service, also referred to as the NSS, is an intelligence and law enforcement agency in the Empire Of Makko Oko. Its missions include state protection, counter-terrorism and counter-intelligence, with its jurisdiction purely within the borders of the empire, even if not officially declared through Emperor's Order or legislation.
The National Security Service has a history of suppressing dissent, including during the era of the republic, where during the Civil Transition War, the revolutionaries were kidnapped and tortured, with extrajudicial killings also common. In the modern era of the empire, that still holds true, with the National Security Service being regarded as the nation's official secret police agency, even if the government doesn't corroborate it.
History
Background
The National Security Service was established by the Republic Of Makko Oko during the Civil Transition War to suppress dissent, weaken the revolutionaries, and to get intel on their activities and plans without government and parliamentary oversight. Due to it being a state of emergency and martial law during the war, the National Security Service was incepted through Presidential Order, and not through Parliament. Historical records are very little, not telling much on the official inception reason, or on what the actual mission of the National Security Service was.
When the war ended in 2019, the new Emperor, Conall Solis, had liked the failed agency of the war, and had decided to keep it and purge it of all the old staff, replacing them with all new people, and granting them powers under the new government.
Involvement In Civil Transition War
The National Security Service had been deployed directly into the war, from the moment it had been incepted. While the mission of the NSS at the time of the war may be unknown, it is known that the NSS kidnapped and tortured anti-government individuals, protestors and revolutionaries. The NSS, according to historians, never conducted a single arrest during the war, instead just exercising their broad authority to detain individuals of their choosing for any length of time, wherein torture was used the most.
July 2022 Constitutional Protests
During the July 2022 Constitutional Protests, an assassination attempt had occurred on the Minister Of Justice, Sara Mauer. This attempted assassination led to an NSS agent on the minister's security detail, Daniel Casas, being hospitalized. The NSS's biggest involvement in the July 2022 Constitutional Protests, was that of riot control and dissident dispersion, working with the other law enforcement agencies, the CIB, DIFSS, CCS, etc.
Duties & Functions
Like most departments and agencies within the government, no law or order formally established the National Security Service, and instead, all duties and functions are granted unilaterally after the formation of the agency in question, mostly by the Emperor themselves, but in some cases, the heads of the cabinet-level ministries give the orders.
The National Security Service is the dedicated law enforcement agency that protects the state's most important people, including the Emperor themselves, their cabinet members, etc. The National Security Service also has a heavy focus on domestic intelligence and international counter-intelligence, also being in-line with anti-terrorism efforts. Torture and extrajudicial killings are said to be quite commonly conducted by NSS agents, with only CIB agents having surpassed them in those sorts of rumors.
Counter-Terrorism & Counterintelligence
The NSS has access to almost all of the nation's databases, including but not limited to the NCIS (National Citizen Identification System), NIMS (National Immigration Management System) and the NDVS (National Diplomat Verification System). This extensive range of access, in addition to the nation being a surveillance state, allows the NSS and its agents to easily find and detect suspicious criminal activity, in addition to finding flagged individuals who enter or leave the nation.
The main arm of the NSS involved in counter-terrorism and counter-intelligence would be the CTID (Counter Terrorism & Intelligence Division).
Surveillance & Cyber Unit
The NSS is the main arm of the government that conducts surveillance. Surveillance is done through many means, including cameras put up everywhere throughout the nation, state-sanctioned and legally authorized hacking into devices and through mandated computer intelligence and security laws that ISP's and manufacturers must abide by.

Legal Authority
The National Security Service has established authority and powers under the orders of the Emperor, and under the Foreign Intelligence Authorization Act. The National Security Service is separated from the Civil Control Service, also referred to as the national police, by designated jurisdiction. The National Security Service deals with high crimes including treason, terrorism and sedition, while the Civil Control Service deals with all the low-level and other crimes not expressly under the NSS's jurisdiction.
The NSS, however, may take over any case under the CCS's purview as seen fit. In addition, the CCS is the first line of enforcement in the nation, handling riot and population control, along with checking identification under the stipulations of the Residential Security Act.
Publications
Crime Statistics
The NSS is the leader of statistics when it comes down to crime. Named the Annual Crime Survey (ACR), the NSS reports on what areas have the highest level of crime, and in addition, what crimes are the highest in each area. The ACR is used by other national law enforcement agencies in the nation, in addition to other non-law enforcement government agencies and officials. The ACR has seen varied press publicity whenever major changes are spotted, and in general, the ACR is not viewed or cared for much by the populace, even though it is publicly available.
