Sidemann was born in Lichtenberg in the Besmenian state of Sedakania. The family moved to Russheim, a small village near Lichtenberg, in 1971. Sidemann also spent his childhood there. In 1986 he started an apprenticeship as a roofer, which he successfully completed after two years. Between 1988 and 1991, Sidemann attended the University of Lichtenberg where he studied political science.

Theodor Walter Sidemann (born 13 May 1967) is a former Besmenian politician, who served as the 15th Prime Minister of Besmenia from 2012 to 2021. He previously served as Minister for Education and Science from 2005 to 2009, Minister for Defense from 2009 to 2012, and Vice Prime Minister from February 2012 to September 2012.

When Franz Bauer resigned as chairman of the BVP for health reasons in March 2012, Sidemann was elected the new chairman. As BVP Chairman, he was his party's candidate in the 2012 federal election, in which the BVP became the strongest party for the first time in 15 years.
