First holder | Martin Bolstein |
The Vice Prime Minister of Besmenia (Besmenian: Vizepremierminister von Besmenien) is the deputy for the Prime Minister of Besmenia.
The Vice Prime Minister is not the Prime Minister's successor if the Prime Minister's office ceases without a successor having been appointed (e.g. by resignation). The Prime Minister is obliged to continue in office on an executive basis if the Federal President requests him to do so. If, for example, the Prime Minister has passed away or other reasons speak against the management, the Federal President can also ask the vice prime minister or another minister. A new Prime Minister should be sworn in as soon as possible.
The currently incumbent Vice Prime Ministers are Ivar Combrinck (First Vice Prime Minister) and Anna Stucklein (Second Vice Prime Minister), who belong to the Rademacher cabinet and were sworn in on September 9, 2021. It is the first time in the history of the Federal Republic of Besmenia that the office of the Vice Prime Minister is held by two people at the same time.
Appointment
The Prime Minister must appoint a permanent deputy, both when his cabinet is appointed and later when a deputy's office ends. The appointment must be made within a reasonable period of time. The decision is made by the Prime Minister alone, without the participation of the Federal President. This differs from the appointment of federal ministers in general: if someone is to become federal minister, the prime minister proposes them and the federal president appoints them.
Only one deputy is appointed. The prime minister is constitutionally free to select a deputy from among the federal ministers, so there is no federal minister that he cannot appoint. It is unimportant, for example, whether the federal minister leads a federal ministry or is a minister without portfolio. Due to his strong constitutional position, the Federal Chancellor always has the last word over the ministers, so that no minister could establish his own position of power through the deputy office.

Since the second strongest government faction in a coalition traditionally provides the vice prime minister, this function has so far (as of 2024) mostly been filled by the SDU with around 54 years.
