Advisory bodies to the Nikolian monarchs existed ever since the first Slavic states formed on territories of modern Nikolia. First notable instance of such advisory body being formed was in 10th century AD, when the first Nikolian emperor, [[Stefan I of Nikolia|Stefan I]] gathered 10 of his closest allies that helped him during the creation of the Empire, and gave them princely titles.
