As a city council, it is governed in accordance with the Local Government Act 1966 and the Municipal Government (Spálgleann) Act 2017. It also serves as Spálgleann's county council given the city's status as a metropolitan county. The council is responsible for all matters of local governance within the city of Spálgleann. It has 120 members, making it the largest city and council government in Caldia. 110 of its members are directly elected every five years. The remaining 10 are allocated to the party that received the largest vote share in the last election.

Following the 2020 election, the council is controlled by the Social Democratic Party. The head of the council is the Speaker, currently Conor Mac Giolla Eoin.
