The Crown Captain of Justiciars of the Royal Union of Kouralia is the head of government of the Kouralian state. Kouralia remains a constitutional monarchy where the king or queen is head of state; in practical terms however, the Crown acts as the legal font of authority while all matters of state are decided by the Captain of Justiciars.
