Ruvelkan Government-in-Exile
As a result of the invasion of Ruvelka during the Siduri War, the Ruvelkan government fled Debrecen and took refuge in the Cacertian Empire. An emergency protocol was invoked and the Chancellor was superseded by a military leader known as a Captain-General.
