Vistulzka (Vistulzkan: Wiślańska; Hetumogye: Visztulaszág; Prykordonnyan: Віслаьща), officially the Orthodox Republic of Vistulzka and often times referred to as the Orthodox Republic, is a sovereign country located in Western Calesia. It borders X to the north, X to the west, X to the south, and Falland to the southeast, and it shares a maritime boundary with Waldrich across the Svalish Sea. Consisting of 54 states called Voivodeships, it is the third-largest country in Calesia, covering over 396,297 km2, and the fourth-most populous with over 41 million inhabitants. Additional, Vistulzka administers two territories under as the Overseas Vistulzkan Territories that are considered part of its constitutional dominion in the Medan Ocean: Utska and Jastarnia.

Vistulzka has been inhabited since the Last Glacial Age with various sets of artifacts dating back to the Lower Paleolithic period, when the area was dominated by various hunter-gatherer cultures. Vistulzka in late antiquity was inhabited by a mix of various tribes, known as the Proto-Sarmats. By the 800's, three paganistic duchies emerged and controlled the land: The Sarmats, the Gézans and the Pereyans. In 851, the Duke of the Sarmats Casimir III converted from paganism to Presterist Gregorianism after the breakup of the First Hernican Empire. His personal conversion and the subsequent conversion of the Sarmats began the Sarmat War, where the Sarmats invaded the Gézans. The war brought parts of the Duchy of Géza under the control of the Sarmats, and union of the Duchy of Pereya with the Duchy of Sarmat under the Treaty of Wełnica. The union of Sarmat and Pereya brought a new identity of statehood under a new country, the Grand Duchy of Vistulzka. In the aftermath of the war, the Gézans also converted towards Presterist Gregorianism and reformed into the First Kingdom of Hetumoger under Presterist Gregorianic auspices. The new Grand Duchy of Vistulzka became a dominant regional power in Western Calesia.

In 953, the Grand Duchy of Vistulzka and the First Kingdom of Hetumoger signed the Treaty of Asotthalom, which led to the creation of the Vistulzka-Hetumoger Kingdom. This kingdom lasted for almost three hundred years. In 1211, Vistulzka-Hetumoger was identified as one of the home states where the First Odrodzenie began, a revolutionary cultural and political movement. The First Odrodzenie brought about uniquely liberal changes to the internal politics of the Kingdom. Driven primarily by the advocation of civil liberties, it cemented Vistulzka's tradition of progressivism. Under calls for a new government to be established that better represented the people and guaranteed rights, King Ziemomysł II reorganized the country's political system. The new country rennamed itself from the Kingdom into the Vistulzka-Hetumoger Noble Republic. The new political system was based off of various ideas that were promogulated during the First Odrodzenie. Ziemomysł II himself still retained significant power, but distributed that power through the political system. The Noble Republic commissioned the Calesia's first constitution that was intended to function as a governing principle. It limited the power of the monarchy, creating and empowering a new state-backed legislature, the Noble Sejm. The Noble Republic continued for over 150 years, and collapsed in 1376 in the First Vistulzkan Civil War, between the King Ziemomysł IV and Head of the Noble Sejm, Árpád III. Political disalignment over the powers of the King and the Sejm caused the civil war. In the aftermath, powerful and influential noble classes appeared, the Nemesseg, the Szlachta and the Lytsari.


Vistulzka has a developed market and is considered to be a regional power alongside X. Officially, Vistulzka is still considered to be an "Orthodox Gregorianic" nation. However, Vistulzka provides both freedom of religion and over high standard of human rights. Vistulzka is a founding member of the United Congress, and the X.

Etymology

History

Antiquity

Vistulzka has been inhabited since the Stone Age by modern homo sapiens with archaic tools and artifacts being dates as far back as 20,000 years ago. It is believed that while Vistulzka alongside some neighboring countries have been inhabited since the Last Glacial Period, the climate conditions made the area inhospitable to permanent habitats. Archaic humans are believed to have began permanently settle Vistulzka in the 11,000 years ago with the rise of the neolithic Wełnica culture. Agricultural prospects in the area were meddling and as such, Vistulzka did not see any form of agriculture until 5,000 years ago. Before that, Vistulzka was dominated by various hunter-gatherer societies.

Agriculture and more formative tribal identities emerged in around 4,000 years ago where tools suitable for agriculture emerged. Wełnican tribes and settlements were aware of the Hernician Empire, and several settlements were on the Minervan Trail that crossed through Western Calesia from Central Calesia. Unlike the hostile tribes that inhabited Cheruscia in modern day X, X; the Wełnica openly traded with the Hernicians.

Three Duchies and Gregorianism

In the 9th century, three major powers had emerged within modern-day Vistuzka. The Duchy of Sarmat, the Duchy of Géza and the Duchy of Pereya. These duchies were all paganistic in nature, and frequently entered into small wars with each other, known as the Three Duchy Wars. The three duchies had loosely followed Western Calesian paganism until the breakup of the First X Empire in 851. The breakup directly led to refugees entering the three duchies and subsequently introducing Gregorianism. The Duke of Sarmat, Casimir III converted to Georgianism in 855, and subsequently engaged in the Sarmat War in an attempt to unite the Duchies of Géza and Pereya under his banner. The Duchy of Sarmat and the Duchy of Pereya unified under the Treaty of Wełnica to become the Grand Duchy of Vistulzka

Vistulzka is located in Western Calesia, bordered by the countries of X (X km; X mi) to the east, X (X km; X mi) to the west, and Falland (X km; X mi) to the southwest and south. Vistulzka is the single largest country within Western Calesia and the third-largest country in Calesia proper.

Government

The Orthodox Republic of Vistulzka is a unitary semi-presidential republic that is governed on the basis of a multi-party democracy wherein the President of Vistulzka is the head of state and shares power with the Marshal of Vistulzka as the head of government. The government is structured as a multi party representative democracy that takes specific ideas from Common Good Government. The current form of government of Vistulzka originated as the Vistulzkan Republic during the Vistulzkan Civil War. The 1940 Constitution of Vistulzka was the codification and stands as the current governing principles and establishing document of the Orthodox Republic of Vistulzka.

The official name of Vistulzka is the Orthodox Republic of Vistulzka. The idea of an orthodox republic is considered to be the evolution of a common good government. Orthodox Republicanism emerged during the Political Odrodzenie as a new political ideology.

The president is elected via a popular vote for a four-year term and is only allowed to be elected to the position twice. The president is responsible for the appointment of his marshal and the head of the ducal council during the election cycle. Once elected, the President is able to appoint members into the Ducal Council. Appointment of members into the Ducal are entirely by the president and is not subjected to review or approval by the legislative branch. However, the legislative branch is freely able to dismantle the Ducal Council with a Council of Confidence that is initiated by a censure vote. Within Vistulzkan politics, a censure vote requires 2/3rd of a majority within the Sejm. The success of a censure vote has severe political consequences for a presidential government, and the creation of a Council of Confidence severely limits the power of the executive branch in general. Alongside the dismantling of the Ducal Council, the office of the Marshal is vacated and replaced by the Speaker of the Sejm.

The National Legislature of Vistulzka is the bicameral legislative of the Vistulzkan branch, comprised of the upper house Sejm and the lower house Sejmek. Both houses are elected through direct democracy at a local level.

Vistulzka has historically been a hotspot for new political organizations and radical political ideologies. Since the end of the Vistulzkan Civil War, three governing parties make up the dominant political bloc, the New Republican Coalition. Orthodox Republican Party (PPR), Blue Cross Party the Chruściel-Orange Republican Party (PRJP) have ruled the country since the end of the Vistulzkan Civil War. Under the administration of Józef Kamiński, it has been postulated that Vistulzka is in the beginning stages of democratic backsliding.

Military

The Armed Forces of Vistulzka are comprised of five branches – the National Army, the National Navy, the National Air Force, the Milicja Zbrojne and the Internal Public Security Commission. The Army, the Navy, and the Air Force is subordinate to the Department of National Defense, while the Milicja Zbrojne is subordinate to the Department of Law. The IPSC is officially subordinate to the Department of National Defense, but operates under the direction as various police agencies for departments under the Ducal Council. As of 2024, the Armed Forces of Vistulzka have a combined strength of XXX active soldiers, with YYY soldiers active within the Milicja Zbrojne and the IPSC.

Law

Law enforcement in Vistulzka is primarily performed by the National Police (Milicja Zbrojne) and is assisted by various agencies that belong to the Internal Public Security Commission. The National Police is considered to be an independent branch of the Armed Forces, and reported to the Department of Law. The National Police investigates crimes and transgressions, and acts as a general purpose response unit on a Voivode and municipal level.

Private security firms are often utilized by companies due to the military industry of Vistulzka. The most notable being the Stellaris Conglomerate. Private security firms are viewed as extremely controversial due to their lack of legal authority and extensive legislation efforts for both allowing and outlawing their existence.

The Internal Public Security Commission is conglomerate of various federal law enforcement agencies that have a seat on the Ducal Council. The IPSC is extremely structured, as each agency under its jurisdiction has very well-defined boundaries as to its limitations and its departmental goals. IPSC's reach under wartime is limited and can be temporarily absorbed under the jurisdiction of the National Police during times of war.

Vistulzka has an extensive railway network that crosses through every voivodeship within the country, measuring at 15,000 miles. The railroads within the country are owned and maintained by the Department of Infrastructure, while the operation of trains is done by the Department of Transportation. This is done under two state-owned enterprises, the national passenger company of VHK Railways and the national freight company VHK Freight Operations. Both companies are the only constitutionally allowed corporations that are able to operate and use railways within the country. The high speed Pendolino Prędkości was launched in 1957 that connected the westernmost city of New Pereya to the coastal city of Asotthalom. It has since been expanded to create new transit hubs throughout the country and has been vital to the economy of Vistulzka since its first trip from Asotthalom to New Pereya. Additionally, VHK Railways operates all forms of rapid transit on rail lines that belong to the city government, as opposed to the national Department of Infrastructure. Proceeds from this transit lines are often negotiated between their respective city governments and VHK Railways.

Health

Education

Education within Vistulzka is centralized and operated by the Department of Education and is divided into four sections: kindergarten, primary, secondary, and tertiary higher. Responsibility of educational oversight is placed primarily on the voivodeship government. The organization of educational standards is established by the Committee of Educational Standards, which represents states. Committee members are selected from a voivodeship's Board of Education and elected by the teachers of the voivodeship. Kindergarten attendance is optional and is aimed primarily for children aged two to five. Primary education begins at the age of six and is compulsory.

The overwhelming majority of higher education institutions, which make up the tertiary higher section of Vistulzkan education are public. Students must first pass the Wejście, but are entitled to study without paying any fee. The National University of Vistulzka was founded in 1225 by Ziemomysł III in Wełnica as the first tertiary higher education institution within the country. It has since become the largest and oldest university within Vistulzka, and remains one of the oldest continually operating universities within the country.

Homeschooling was unofficially banned within the country after the Vistulzkan Civil War and its ban has been ingrained into the culture of Vistulzka. The overwhelming majority of people do not support homeschooling in any form. In 2015, Pawel Hong signed Amendment 22, which added a clause that constitutionally banned homeschooling within the nation.
