Previously, Neumann was Vice Prime Minister of Besmenia from 1940 to 1944 and chairman of the Liberal Citizen's Party of Besmenia from 1933 to 1959.
His term of office was mainly shaped by the historical 1949 Tofino Summit and the World War. An easy and peaceful rapprochement between East Besmenia and West Besmenia also shaped his term of office.

After the Federal Chamber's majority voted for East Besmenia to join the war on June 18, 1950, Neumann announced in a televised address on June 20:
Dear fellow citizens of the Federal Republic of Besmenia, I hereby announce that our country is entering the war in Euronia. We would like to pursue the goal of fighting together with Zamastan and his allies against Drambenburg and its allies. The Drambenburgian emperor Geoff III von Wettin has been waging a merciless war there since April 1949 when Drambenburgian soldiers marched into Avergnon.
