How new rulers are decided is enshrined not only within Section 8 of the Basic Rights of Makko Oko, but also via the Bill Of Emperor's Passages. Upon the death of an Emperor, per the Basic Rights of Makko Oko, the next Emperor is to be chosen according to the priorities on their last will, and then each individual is contacted, one by one, to see if they would accept the position by the Minister Of Defense. If none of them accept, the government moves onto the line of succession outlined within the Bill Of Emperor's Passages. The next Emperor must be appointed within 10 days in accordance to the bill.
