Pan Jiayong (Xiaodongese: 潘家镛; fuhao: Pān Jiāyōng) is a Xiaodongese Tinzan politician who is the current president of Heijiang. He took office in May 2010 after having served as the Chief Executive of Heijiang from July 2009 to his election as president.

In 2008 following the declaration of independence of Heijiang he was freed from prison and subsequently began to organise pro-Xiaodongese political forces that would form the basis of civilian government in Heijiang. Following Operation Eastern Protection Pan linked with Xiaodongese officials to lobby support for civilian politicians to be transferred power over Chief Executive Chen Chuzhong and his National Restoration Army. In July 2009 Chen was pressured to resign with Pan becoming the Chief Executive of Heijiang.

Pan subsequently formalised Heijiang's 2010 constitution that saw the provisional government replaced with a republic that was heavily influenced by Xiaodong's political system. In the 2010 presidential election Pan was elected as Heijiang's president with 67% of the vote and subsequently assembled a pro-unification cabinet. He was re-elected with 54% of the vote in 2015 over former prime minister Xu Beijun and sworn in for another five-year term. In 2018 his political allies in the Legislative Council known as the Harmony Association won a landslide majority resulting in Pan appointing Jiang Meiying as Premier. He is currently running for a third term in the 2020 presidential election.

During his term as president Pan has been strongly supportive of eventual unification with Xiaodong but has also focused on expanding Heijiang's international recognition with limited results. Pan has been accused of corruption and of either tolerating or actively implementing policies of ethnic cleansing regarding the Tinzan community in Heijiang.
