Pan Jiayong (Shangean: 潘家镛; fuhao: Pān Jiāyōng) is a Shangean-Kuthine politician who is the current president of Heijiang. He took office in August 2009 after having served as the Chief Executive of Heijiang from January 2009 to his election as president.
A minor Shangean official in Haemeung, Pan was prior to the 2007 Kuthine coup d'état associated with pro-Shangean politicians, having been educated in Shangea. Pan was jailed in 2007 for supporting Shangean militia groups by Spahaeng forces. In 2008 following the declaration of independence of Heijiang he was freed from prison and subsequently began to organise pro-Shangean political forces that would form the basis of civilian government in Heijiang. Following Operation Eastern Protection Pan linked with Shangean officials to lobby support for civilian politicians to be transferred power over Chief Executive Chen Chuzhong and his National Restoration Army. In March 2009 Chen was pressured to resign with Pan becoming the Chief Executive of Heijiang.
Pan subsequently formalised Heijiang's 2009 constitution that saw the provisional government replaced with a republic that was heavily influenced by Shangea's political system. In the 2009 presidential election Pan was elected as Heijiang's president with 67% of the vote and subsequently assembled a pro-unification cabinet. He was re-elected with 74% of the vote in 2014 over former prime minister Xu Beijun and sworn in for another five-year term wining again against Xu in 2019 with a larger 88% vote share and his allies in the legislature, the Harmony Association, winning a landslide. All elections in Heijiang have been considered neither free nor fair.
During his term as president Pan has been strongly supportive of eventual unification with Shangea but has also focused on expanding Heijiang's international recognition with limited results. Pan has been accused of corruption and of either tolerating or actively implementing policies of ethnic cleansing regarding the Kasine community in Heijiang. Under his leadership Heijiang has also economically declined and is considered one of the most dangerous places on earth.
