During his term as president Pan has been strongly supportive of eventual unification with Shangea but has also focused on expanding Heijiang's international recognition with limited results. Pan has been accused of corruption and of either tolerating or actively implementing policies of ethnic cleansing regarding the Kasine community in Heijiang. Under his leadership Heijiang has also economically declined and is considered one of the most dangerous places on earth.
