The Otekian National Coalition, known by its abbreviation ONC, is a non-governmental organization operating in the Otekian exile community. It is a coalition of several exile organizations, mainly Demoteki and the Otekian People's Association. Formed in February 2015, the ONC is considered a rival of the Otekian government-in-exile (ONC), which it broke away from. While many of its members support Otekian independence, the ONC does not consider itself to be a government-in-exile, the group doesn't have a structure akin to that of a government-in-exile, and it officially supports a solution other than independence from Namor.

History

The ONC was founded amidst a schism within the Otekian exile community. Starting late 2014, protests began against the Otekian government-in-exile (OGIE) based in Frontiersburg, Luziyca, which was at the time led by Yorskov Lhego. There were two groups of opponents to OGIE - moderates who believed the government-in-exile was alienating foreign governments and should truly renounce extremism and religious fundamentalism, and radicals who saw the government-in-exile as having not done enough for the Otekian separatist cause. As a result of this schism, Yorskov Lhego resigned and snap elections were called. The Otekian Christian Party (OCP) and Novi Luziyca Party (NLP) participated in the election, while Democratic Oteki (Demoteki) boycotted. The Otekian People's Association (OPA) led by Jason Shumev, which was formerly the largest party in the government-in-exile, had been expelled from the government-in-exile due to its renunciation of Otekian independence, and thus did not participate in the election. The snap election resulted in the Otekian Christian Party winning the most number of seats in the Congress-in-exile, with OCP leader Valeriy Anisim becoming its new president.

Demoteki objected to Anisim's election and decided to break away from the government-in-exile and form its own organization with the goal of representing the Otekian populace both within and outside of the territory of Oteki. On February 2, the Otekian National Coalition was established. Kolya Vitalik, leader of Demoteki, became Chairman of the ONC.

The OPA under Jason Shumev subsequently joined the organization, followed by Natasha Roman's pro-devomax faction.

Aims

The following are the Otekian National Coalition's official aims:

• Become the true representative of the Otekian people (as opposed to either the Namorese government or the Otekian government-in-exile)
• Realize self-determination for the Otekian people through the repeal of the Anti-Secession Law
• Allow Otekian exiles to return to Oteki
• Open negotiations between the Namorese government and exiles over Oteki's political status

The coalition has no official stance towards independence. Chairman Shumev is supportive of an independent state encompassing the entire Txotai AR where Otekians "return to the status of first-class citizens" but non-Otekians are allowed to stay. However, the pro-devomax faction (supported by Natasha Roman) does not believe independence is feasible any longer, advocating instead for negotiations with the Namorese government to grant Oteki full fiscal and political autonomy. In spite of its vague stance regarding independence from Namor, the ONC is widely seen as part of the Otekian independence movement and a separatist group.

While it considers itself a better alternative to the OGIE, the ONC does not see itself as a government-in-exile.
