The Inspectorate Of The Emperor's Command, commonly referred to as the IEC, is an independent government anti-corruption and investigatory agency in the Empire Of Makko Oko. Its mission is to investigate and remediate cases of corruption, treason and other rule violations by government officials.
The IEC is the only legally authorized law enforcement agency that can investigate the government, and it is the agency's sole jurisdiction.
History
The IEC was established on January 2nd, 2022 upon the enactment of the National Protectorate Act, one of the widest reaching national security laws to date. The law established the IEC and the Inspectorate's Court, with the IEC being granted full authority to investigate all accusations of crimes committed by government officials.
The Inspectorate Act
The Inspectorate Act was enacted on April 16th, 2023 by Emperor Conall Solis. The law revamped and modified the government anti-corruption system setup by the NPA, with whistleblower protections being established and enforced by the IEC, in addition to Inspectorate Offices becoming a thing. IO's replaced the Internal Affairs departments of all the law enforcement agencies.
The Inspectorate's Court
The Inspectorate's Court of Makko Oko is the most supreme courthouse of the nation, and it is run and administered by the IEC and its employees. Judges of the court are IEC inspectors appointed to the court by the Emperor, who by statute is the Chief of the IEC. The court is a court of final instance, appeal and first instance, however the court mainly hears items of appeal.
Any issue can be raised to the court, including civil, criminal and constitutional. The court is the main body for all IEC investigations.
Authority & Powers
IEC inspectors have full authority to investigate any employee of the civil service, and non-government employees in limited circumstances. The only employee that the IEC does not have authority over is the Emperor, with ministerial cabinet officials able to be investigated usually with the approval of the Emperor. IEC inspectors can:
- Procure and make copies of government records pertinent to an active investigation
- Call for the suspension of any government official under an active investigation
- Arrest and press charges against any accused government official
- Seize property in relation to an active investigation
- Shutdown government offices on a temporary basis
In addition, IEC inspectors cannot be blocked from any records for any reason whatsoever, no matter the security classification. IEC inspectors are considered some of the most powerful people in the government, with no agency being authorized to "block" their investigations, and cooperation being a statutory requirement per the NPA. All IEC inspectors have the highest security clearance possible and are thoroughly vetted and checked by the government prior to being hired.
