The Congress of Bahian States is a regional intergovernmental association located in the Bahia subcontinent of Coius in Kylaris, currently consisting of Garambura, Habasha, Kaiye Tourie and Rwizikuru. The Congress of Bahian States was founded in 1956 as a tripartite agreement between Habasha, Rwizikuru and the newly indepedent Kaiye Tourie, with the goal of furthering Pan-Bahianism across the continent by increasing intergovernmental cooperation and furthering economic and cultural ties. It was officially founded on the 30th of July 1956 with the Treaty of Gondar. In 1979, Garambura was finally admitted to the organisation following thawing of ties with Rwizikuru, who had vetoed their entrance until this point.
Since its formation, the Congress of Bahian States has worked towards the Bahian unification by admitting new members and establishing multilateral economic and cultural ties. Unlike other major international organisations in Kylaris, namely the ROSPO and COMSED, it does not include a military aspect. While this was originally mooted at the first session, all progress towards military cooperation fell apart after the Rwizi-Kiaye Tourien Split in 1960 and the following ideological conflict within the Congress.
