Balhae Province (Zhenian: 발해도), is a Zhenian province located in Southern Zhenia. Consisting of the Balhae Peninsula and vicinity, it is the single most populous province-level administrative area in the nation, being home to over 64 million residents, as well as home to the largest economic output in the nation measured by province-level administrative areas.
