The Minister-President of the Miersan Federation (Miersan: Minister-Prezydent Federacji Mierski), commonly known as the Minister-President of West Miersa (Minister-Prezydent Mierski Zachodniej) is the head of government of the Miersan Federation. Created in 1936 with the establishment of West Miersa, it was constitutionally defined as being the head of government, but for most of its history, it has largely been subordinated to the West Miersan presidency.
History
With the independence of West Miersa from Narozalica following the implementation of the Godfredson Plan in 1936, the drafters of the West Miersan constitution sought to create a head of government modelled on the Narozalic Minister-Presidency, elected every five years by the people of the Miersan Federation.
However, following its promulgation, the position of Minister-President quickly became subordinated to that of the West Miersan presidency, with Minister-Presidents often only serving for as long as they cooperated with the President. This was largely the case until the turn of the twenty-first century, with the only exceptions being Więcesław Pawlicki, who served from 1936 to 1937, Lesław Przybyszewski who served from 1956 to 1960, and Stanisław Kantorowicz, who served from 1980 to 1982.
However, from 2001 onwards, Tomisław Sobolewski began exercising some of his powers, and by the time Sobolewski became President in 2006, he allowed Oskar Palubicki to exercise all of the powers assigned to Minister-President, serving until his defeat in 2011. However, this was reversed during Sobolewski's second term as President, leading to a constitutional crisis between Sobolewski and Gerard Wojdyla, ultimately leading to Wojdyla becoming acting President in 2013.
These changes were reversed in 2016, after the election of Sylwester Wrzesiński to the Presidency: Adrian Rozak became a puppet of the President once more.
Role
Under the West Miersan constitution, the Minister-President serves as the head of government of the Miersan Federation. He oversees the cabinet, and is answerable to both the President and the National Assembly.
Thus, on paper, the Minister-President exercises tremendous power, with the Minister-President of the Miersan Federation being allowed to propose legislation (via his position as member of the National Assembly), and to oversee the domestic activities of the Miersan government. However, for most of West Miersa's history, the Minister-President has generally served at the President's pleasure, effectively limiting their independence from the Presidency, and making the President substantially more powerful de-facto, at the expense of the Minister-President.
The Minister-President is a member of the National Assembly of the Miersan Federation, and is traditionally the parliamentary leader of the governing political party.
Official residence
The Minister-President of the Miersan Federation, unlike the President, has no official residence, with each Minister-President residing in a private home in the capital city of Żobrodź. Although proposals have been floated for an official residence, most prominently during Oskar Palubicki's tenure as Minister-President, the cost of a residence, combined with the perceived powerlessness of the role have hindered any effort to construct an official residence for the use of the Minister-President.
However, the Minister-President has an office at the National Assembly building in West Żobrodź, which is used by the Minister-President, his cabinet, and their staff.
