The 1st Emperor's Law Council met from August 30th, 2022 to December 13th, 2022 during the reign of Emperor Conall Solis. With the first council in session, it was the beginning of a new era for the Empire Of Makko Oko, the reestablishment of a legislative branch. The council was formed and abided by Section 8 of the Basic Rights Of Makko Oko, with apportionment and assignment of membership in the council completed under the August revision of the Basic Rights. This meant that only judges and lawyers had a constitutional say or right to be considered for appointment by the Emperor.

One revision of the Basic Rights was enacted through this council, known as the November revision, it changed the way council memberships were to be appointed to, guaranteed constitutional rights, etc. Due to the lack of powers granted to the first council, they mainly proposed laws to the Emperor for enactment.
