The Emperor's Civil Control Service, also referred to as the CCS or Civil Control Service, is an intelligence and law enforcement agency in the Empire Of Makko Oko. Its missions include domestic surveillance, counter-terrorism and domestic law enforcement, with its jurisdiction purely within the borders of the empire, even if not officially declared through Emperor's Order or legislation.

The Emperor's Civil Control Service is the national law enforcement agency of the nation, and is also declared the defacto one as such. The Civil Control Service does not conduct intelligence operations on its own, instead assisting the main intelligence arms of the nation, the National Security Service and the Foreign Intelligence Service, with capturing and being able to surveil the people. It is said, however, that the Civil Control Service does, on behalf of the government, perform political censorship, as all law enforcement agencies within the nation do.

History

Background

The Civil Control Service came into existence soon after the end of the Civil Transition War, where the new empire had been formally and officially established as the new and permanent government. As a new dictatorship, the Emperor at the time, Conall Solis, wanted to revamp and reestablish the government and its agencies, and so, came the formation of new agencies and departments all over the government, and the disestablishment of all the old ones, the one before this one, being the National Police Agency.

The main differences between the Civil Control Service and the National Police Agency are that after the war, Emperor Conall Solis officially disbanded all local police forces and revoked their powers, consolidating them all into one, national, police agency.

Accusations Of Limited Power

During the time of the National Police Agency, the national police union and crime victims in unison petitioned the national government of the Republic Of Makko Oko to investigate the NPA's ineffectiveness and resolve it. According to NPU President Gerald Davis at the time, "The agency has appeared to hit rock bottom, and it can't get any worse from here, because we're already at the worst. The agency has little to no collaboration or cooperation with local police forces, thereby causing ineffectiveness from the highest levels of government."

The Parliament of the Republic Of Makko Oko opened an inquiry into the agency, directing its Commission On Law Enforcement (COLE) to investigate the agency's effectiveness and report back within 30 days. The inquiry had never been completed, and therefore a decision by Parliament had never been released. The reason for the death of the inquiry dumbfounds historians, but some do believe that there was government corruption and bribery of parliamentarians to cause the investigation to die.

Duties & Functions

Like most departments and agencies within the government, no law or order formally established the Civil Control Service, and instead, all duties and functions are granted unilaterally after the formation of the agency in question, mostly by the Emperor themselves, but in some cases, the heads of the cabinet-level ministries give the orders.

The Civil Control Service focuses on domestic law enforcement and anti-terrorism, coordinating with other law enforcement agencies to successfully fulfill their duties. The Civil Control Service has broad and unchecked authority, which has led to accusations of torture by CCS officers in the past of suspects and convicts, both former and current. The accusation is is broadly unverified due to the government's mass censorship and fears of retaliation.

Departments

Internal Affairs

This department is responsible for checking the power and authority of CCS officers from within the agency. Internal Affairs investigates cases of corruption, wrongful arrests, subordination, etc. accused on any CCS officer or found to have potentially occurred by a superior or somebody within the department.

Given the authoritarianism of the nation, the department in itself tends to be corrupt, and CCS officers are rarely fired or punished by the department.

Sexual & Minor Abuse Division

This department deals exclusively with crimes stipulated under the Abuse Prevention Act, those being sex crimes and crimes against minors, including general domestic abuse. The department itself tends to be made up of people who loathe the people who commit said crimes, and due to that fact alone, this department has been accused of fabricating evidence against abusers of which no evidence could be found to prosecute, along with lengthy and strict sentences.

Road & Transportation Safety

This department is responsible for traffic control, traffic laws and the enforcement of said laws. This department is the only one allowed to exclusively deal in traffic and traffic-related offenses, with all other departments allowed to deal with it on a side basis, such as during the pursuit of work or a case.

Parental Licensing

This department is responsible for managing the parental licenses system and the enforcement of parental licensing law. This department also administers and manages the tests to get approved for a parental license.

Tactical Forces & Special Operations Division

This department is responsible for carrying out special operations, such as counter-terrorism operations, dissent and protest dispersement, etc. This department is the only one authorized to carry military-grade weapons, and is also said to be known internally as the "Immunity Division" due to nobody who enters this division ever being touched by Internal Affairs.
