Serafín Joaquin Velázquez Andrade was a Creeperian politician who served as the Acting Prime Minister of Creeperopolis. He was a member of the Second Parliament of Creeperopolis and Creeperopolis' only ever Independent Prime Minister.
He was murdered by Romerist soldiers on orders of Adolfo Cabañeras Moreno in 1934.
