Sovar (Sovarese: Sjóvar), officially the Republic of Sovar (Tjóðveldi Sjóvar) is an archipelagic country in Western Auressia in North Hesperian Ocean. The country has an area of TBD making it the one of the smallest countries in Auressia after Avilême. The country's capital and largest city is Sulastad. Most of the country's 347,382 citizens live in cities or towns. Roughly 1/3rd of the population live in Sulastad.
According to surviving records from the 9th century, Sovar was settled in in the late 8th Century by the TBD from TBD. The first permanent settlers from North-west Auressia, primarily from what is now Tyrnica and Rythene.
Sovar remained independent until it was annexed by Rythene in 1552. Under Rythenean rule the Sovarese language was repressed and all official business was conducted in Rythenean. At the outbreak of the Rythenean Revolution in 1790, Sovarese officials and various locals took control of the region's administrative building in Lagurstad and declared their support for the Rebellion. Despite small skirmishes by Monarchist supporters the islands would remain relatively peaceful compared to Rythene.
In 1952 an autonomous Parliament on the islands was established and Sovarese was adopted as the island's co-official language alongside Rythenean in a referendum in 1952. Shortly after this a nuclear weapons accident took place near the town of Palheim. 132 People were killed and the incident became the cause of a surge in support for Sovarese Independence. In a referendum in 1971, 68% of voters in the country voted to secede from Rythene and the country formally declared independence the following year.
Today Sovar is a Liberal democracy with a Mixed Market economy. Sovar has been described as a Welfare state with subsidised Healthcare and Education. The country is considered to have a 'very high' and has a High average income. The country is a member of the !UN, X, X, X, X, X, X and is an observer within the Commonwealth of Northern Auressia.

Government
Sovar is a parliamentary republic with an elected legislature, the Aðalfundur (General Assembly) which is the successor to the Tjóðsambinding (National Assembly) which was established as an autonomous parliament for Sovar in 1952 by the Rythenean national parliament. The General Assembly has 86 seats, 57 are elected single member constituencies using first-past the post whilst the remaining 29 are elected using a proportional list system using several different regions.
The head of state, President, is a largely ceremonial role and is elected by the General Assembly every 6 years with a maximum of one term allowed. Despite being a largely ceremonial role the President has the ability to veto laws passed by the General Assembly. A vetoed law will immediately be put to a national referendum no less than 7 months after the veto. This has only occurred twice, once in 1973 and once in 2014, the latter triggering the resignation of Set Hensarson as Prime Minister.

The cabinet is chosen by the General Assembly who must approve each new cabinet. The General Assembly can reject the formation of cabinets (Such as in 1972, 1985, 2005, 2014) in which case a new cabinet must be formed with the consent of the Assembly. If the Assembly cannot agree on a cabinet after 3 votes the President will appoint a cabinet. This has only happened once (2014) and negotiations between the President and the incumbent Progressive-Socialist coalition lasted 10 weeks to appoint a cabinet.
Throughout Sovarese history, most governments have been single party governments. Since the country's independence there have been 3 coalition governments: Óttarson I, Hensarson and Jogvansdóttir. There have been no minority governments except for brief periods in 2006 and 2017 when the government lost it's majority because of defections or by-elections. Both of these cases occurred shortly before general elections were held and thus did not majorly effect the day to day running of the country's government.
Since it's independence, Sovar has only had one female Prime Minister, Var Jogvansdóttir who was Prime Minister between 2014 and 2017. There have been no female Presidents of Sovar. 25.58% of members of the General Assembly are female since 2017, the highest proportion in Sovarese history. In 2018 an all female party was formed in Sovar to encourage more women to run for political office and achieve gender equality in the country.
