The Collegium Primicerium is a body of magistrates that are led by the Emperor, and charged with the administration of the central government's executive bureaus. It is chiefly an advisory body to the emperor, who is not formally a member of the college. The bureau heads are senators appointed by the emperor. The emperor may designate heads of other bureaus and agencies to the college, or create or merge existing bureaus and appoint their heads to the council.
As an institution, the college lacks any collective executive abilities or powers. As of 2022, it consists of 18 members, including the 12 bureau magistrates, the Master of Offices, Praeses Senatus, and 5 extraordinary members appointed by the emperor who do not lead a bureau. Members of the college serve at the emperor's pleasure.
Composition and selection
All members of the college are appointed by the Latin Emperor. The hierarchy within the college is determined by comital rank, which can chiefly be divided first into the Counts First Class and Counts Fourth Class. While the emperor is not formally a member of the college, he is considered the leader of the college. However, the Master of Offices, and at times the Praeses Senatus, leads the college in the emperor's absence or absence of the emperor's designee. Appointment to the college is in the emperor's discretion, and serve at the emperor's pleasure. College members are ranked by importance:
- Vir illustris (Illustrious ones) are Counts First Class and among the most senior members of the college by virtue of being the ancient officers of the Sacred Assembly, and leaders of a central government bureau.
- Primicerii are Counts Fourth Class by virtue of concurrently holding a seat in the Senate. The primicerii are the administrative leaders of the executive bureaus and senior members of the college.
- Extraordinary members are those appointed to a college-rank office. Often times these individuals lead a central government agency that is independent of any bureau or appointed for an advisory role.
