Provinces are the first-level administrative division in Carloso. Provinces are divided into circuits, the number of which are vary hugely. For example, the province of Tascay has 19 circuits, while Cadena Islands has one at-large circuit. Traditionally, provinces are divided between twenty 'regular' provinces and four metropolitian ones; the provinces of Madrigal, Secano, Toro and Ebon, though in actuality there is no difference in the powers afforded to them. Each province is governed by a directly elected Governor and a unicameral Provincial/Metropolitan Assembly.
