Provinces are the first-level administrative division in Carloso. Provinces are divided into circuits, the number of which are vary hugely. For example, the province of Tascay has 19 circuits, while Cadena Islands has one at-large circuit. Traditionally, provinces are divided between twenty 'regular' provinces and four metropolitan ones; the provinces of Madrigal, Secano, Toro and Ebon, though in actuality there is no difference in the powers afforded to them. Each province has a unicameral a legislative assembly and is governed by a provincial or metropolitan council, headed by a Chief Minister.

While de jure Carloso is a federal state, in reality the central government in Madrigal, as well as the National Assembly, ultimately has final say in the administration of the provinces, though generally allow the Provincial Councils to get on with the day-to-day running of services that have been devolved to them as set out in law. On foot of approval from the National Assembly, the President of Carloso has reserve powers to dismiss the government of a province and appoint a commissioner to directly administer the province should he reasonably believe the province is being misgoverned.

Aranse is a coastal province located in the west of the country, sharing a land border with Sargos, Mercurea and Arascay. Its capital, Portadia, established as an outpost for fishermen and traders, continues to serve as one of Carloso's primary seaports. Its well-preserved old town and military fortifications are of major historical and cultural significance. A transport hub, it is the mainland terminus for ferries travelling to and from the Cadena Islands. Other transport infrastructure in the province includes Portadia Airport, and high-speed rail links to Santara, Virona and Reguena. The largest private employer in the province is Irlas Industria, which operate a commercial shipyard in Portadia. Other major industries include pharmaceuticals, automobile manufacturing and fish processing. As with much of western Carloso, Aranse receives plentiful rainfall as a result of weather systems blown eastwards from the Musgorocian Ocean, with yearly precipitation averaging around 882 mm (34.7 in). Aranse's interior is therefore considered prime agricultural land, much of which is used for dairy and beef farming. The Júbela Cliffs in Mosde are regarded as a natural wonder, rising 578 m (1,896 ft) above the sea, and are a major tourist attraction, as are many of Aranse's long beaches.

Located in the south-west and bordering Menerissa, Marindra, Aranse and Mercurea, Arascay is known for its association with the whaling industry. Following the decline of whaling stocks during the 21st century, the entire industry was nationalised under the State Cetaceans Authority (SCA), which remains the sole organisation authorised to hunt cetaceans in Carlosian waters, pioneering both the sustainable existence of the traditional whaling industry and also investing in conservation and research efforts. Whale products are therefore a prominent part of the province's distinctive cuisine. Its capital, Virona, is a large city and major port. Arascay was severely impacted by Hurricane Augustín in 2006, which inflicted widespread damage and killed 529 people in the province alone, notably causing the failure of the Aristay Dam. Extensive weather-proofing measures since then have reduced the danger to life posed by tropical storms considerably. Its temperate oceanic climate is highly favourable for beef and dairy farming. Other major economic activities include iron mining in Macerta circuit, and tin and zinc mining in Portaco circuit.

Badasca envelops the provinces of Muron and Secano. Its landscape is dominated by vast rolling laurel forests and swamplands, its southern portion being the northmost part of the subtropical region which spans the breadth of Musgorocia. While the provincial capital is Visa, the largest city and economic centre is Lagurgos, which sits on Madrigal Bay, directly opposite the national capital. Major crops include fruits such as bananas, oranges, lemons, mangos and grapes, the latter of which is used for the production of wine.
