Azmara is divided into eight first-level subdivisions: seven provinces (Azmaran: ryken) and the free city (Azmaran: friisted) of Aalmsted. Despite this official distinction, however, in common parlance all eight of Azmara's subdivisions are referred to as provinces. While the existence of the provinces as administrative entities is enshrined in the Basic Law of the Commonwealth of Azmara, Azmara is officially a unitary state and as such the provincial governments are subordinate to the national government and as such only have power over areas that the national government has seen fit to devolve power in, with Aalmsted, Haadland and Hytklif having further devolution than other provinces.

The provinces of Azmara descend from the constituent entities of the Union of the Twin Crowns and the Azmaran Confederation, each of which had its own royal house and significant autonomy over its own affairs with the exceptions of Aalmsted and Nordberg, which were administered by the central government. These entities were abolished by the Republic of Westmark and replaced with 21 departments, yet they would be restored with significantly reduced autonomy under the Kingdom of the Azmarans and would be reformed into provinces after the Revolution of 1855.

Azmara's provinces vary significantly in area and population - the smallest subdivision in size is Aalmsted at 416.15 square kilometres and the smallest province by the strict definition is Nordberg at 3,826.73 square kilometres, while the largest is Westmaark at 14,734.04 square kilometres. Nordberg is also the least populated province with just 391,192 inhabitants while Groonbank is the most populated province with 2,531,928 inhabitants, making up a quarter of the country's population.
