The Foreign Intelligence Service, also referred to as the FIS, is a foreign intelligence agency in the Empire of Makko Oko. Its missions are dedicated to international crime prevention, counter-terrorism, counter-proliferation and the safety and stability of the nation's allies. It does this primarily through human and imagery intelligence, and also conducts covert clandestine actions in foreign nations. Unlike its sister agency the National Security Service, the FIS has no domestic law enforcement ability, which is different to its former agency, the Censorship & Intelligence Bureau (CIB), which had both domestic and international authority.

While the FIS is mainly focused on international intelligence collection, it does deal with domestic intelligence and surveillance in limited circumstances, as authorized by the Monarch or Minister of Justice, or through requests for assistance from agencies such as the NSS. The FIS exerts foreign political influence through its paramilitary operations units.

History

Background

The FIS was created on October 1st, 2022 by Emperor Conall Solis upon the separation of the CIB into two separate agencies, the FIS and the DIC (Directorate of Information Control). The CIB had been dissolved after an investigation ordered by the Emperor had been concluded, with the investigation surrounding the CIB and its potential authority and power overreach in direct conflict with the NSS.

Duties & Functions

Like most departments and agencies within the government, no law or order formally established the Foreign Intelligence Service, and instead, all duties and functions are granted unilaterally after the formation of the agency in question, mostly by the Emperor themselves, but in some cases, the heads of the cabinet-level ministries give the orders.

The Foreign Intelligence Service is the dedicated foreign intelligence agency of the nation, reporting on foreign activities and terrorism, as well as preventing it for the betterment of the state. Its predecessor, the CIB, had rumors of extrajudicial killings and torture of individuals.

Foreign Intelligence

FIS agents' main duty is to perform reconnaissance on foreign soil to gather intelligence for counter-terrorism and counterintelligence missions. The only other body within the government that is known to do this would be the Emperor's Liberation Forces, the nation's military.

Targeted Killings

FIS agents back when the agency was the CIB had been accused of extrajudicial and targeted killings, being involved in the assassination of an international head of state within the semi-autonomous region of Ferwerter Hegebeintum, among other high-profile killings. The FIS conducts hits on any individual, located internationally, as ordered by the state, or as necessary for the security and safety of the state or of an operation. The FIS works with military black ops squads whenever conducting a hit on an individual.

Cyber Forces

Since the CIB era, the FIS has been authorized to run the cyber forces branch of the Emperor's Liberation Forces. Referred to as the Emperor's Special Cyber Warfare Commandant, it is the only branch of the nation's military not exclusively run by the Ministry Of Defense. The cyber forces branch conducts cyberwarfare operations and attacks, being the sole branch to never be brought directly to the frontlines, always fighting domestically, excluding special circumstances and major impact operations.

Legal Authority

Per the Foreign Intelligence Authorization Act, the Foreign Intelligence Service has no domestic law enforcement powers, and as such may only conduct international operations sanctioned by His Emperor's Government. In limited circumstances, FIS agents may detain an individual actively spotted committing a crime, until an agency with domestic law enforcement authority arrives to process them. FIS agents will normally never be spotted within the nation, and never easily, as FIS agents tend to be plain-clothed or wearing business suits.

The Foreign Intelligence Service actively takes charge in counter-intelligence, reconnaissance and counter-terrorism missions internationally, supporting the domestic state agencies.
