The Council for Mutual Security and Development is an intergovernmental organization of Coian and Asterian states, designed to build a common multilateral framework for defense, the security of international trade routes, and mutual development. The Council is a result of the culmination of decades of growing trilateral cooperation between Mathrabumi, Senria, and Valentir, and the need for a more comprehensive security arrangement to deter Xiaodongese and Zorasani aggression outside of Euclea. Created in the 1980s by the Memorandum of Greater Senrian-Marathi-Valentiran Ties as a military alliance, it has since grown with a common free trading area, student exchanges, intelligence sharing, university cooperation, and a development bank. The COMSED bloc engages in a great deal of cooperation with the Euclean Community, with one anti-Western Zorasani critic calling it "a perfect example of neocolonialism, lapdogs uniting by the orders of the EC, expressly for the purpose of deterring the revolutionary Zorasani nation".
In more recent years COMSED has greatly expanded in scope with an increasingly more powerful Zorasan, and Xiaodong. It aims to create a "network" of free nations united against Zorasani and Xiaodongese aggression to defend peace and tranquility. It does so by bolstering the military of member states calling for increased spending, and mutual technology development as "Zorasani and Xiaodongese weapons increase in sophistication". Combating asymmetric cyber and information warfare has also become a priority by the alliance. The alliance is seen as one of Kylaris's most formidable military alliances, able to field the most technologically advanced equipment in Coius despite being numerically disadvantaged.
