Alta'ti, also formally known as Hapsoneau from 1967-2023, is the capital and largest city of Elborra. It is located on the eastern shore of the main island and has a population of nearly 5.5 million people, making it the largest city in soutwestern Adula outside of Cadair. The area around Alta'ti was populated by indigenous populations for thousands of years, until the Iobaray empire established it as a port settlement. In 1856 the colony effectively became self-governing, gaining responsibility over all domestic matters (except native policy, which was granted in the mid-1860s). Following concerns that the South Islands might form a separate colony, premier Ti'ak Manut moved a resolution to transfer the capital from Durbanne to a locality near Heit Strait, and Alta'ti was chosen for its central location with Parliament officially sitting there for the first time in 1865. In 1907, at the request of the Iobaray Parliament, King Li Aituani proclaimed Elborra a Dominion within the Iobaray Empire, reflecting its self-governing status. Upon Elborra becoming a protectorate of Zamastan in 1943, Alta'ti continued in its central role as the nation's capital and also played host to a Zamastanian naval base. Alta'ti was renamed after Zamastan's first head of state, Tomias Hapson, in 1967. Its name was reverted back to Alta'ti in February of 2023.

The city has a long coastline on the Elborra Bay, giving it indirect access to the Samson Ocean. The Green Mountain National Park is within the city boundaries and there are several other nature reserves and marine protected areas within and adjacent to the city, protecting the diverse terrestrial and marine natural environment. The city is known for its harbor and for landmarks such as Cape Point and Aslane beach. The city holds significant cultural heritage and is the economic and cultural hub of Elborra. Alta'ti is a highly ethnically diverse city, with large indigenous Elborra, west Adulan, and Euronian populations. The city was the host of the 2011 World Cup.
