Otekian Self-Administration

Template:Infobox Former Country The Otekian Self-Administration (Namorese: Отекизу Чиджику) was a self-governing administrative authority that existed between 1950 and 1966, when the region of Txotai came under the control of the People's Republic of Namor. The OSA was created in accordance with the Treaty of Peaceful Accession signed between the new Liberationist government and the First Republic of Oteki, which stated in its fourth point that "[A] self-administration for Otekian people will be established in places where autonomy is needed. Provided that the administration recognizes Namor's territorial integrity and the final authority of the central government, neither the central government nor the administration shall interfere in each others' affairs."

Under the framework set by the Treaty of Peaceful Accession, the Otekian Self-Administration elected its own leaders and had its own charter (a de facto constitution although it wasn't allowed to call it such). It was also represented by its own legislative district in the Namorese Central Council and maintained a small militia force of 1,000 men to enforce laws within its sphere of control. The PRN government and OSA tacitly agreed not to interfere in each others' affairs so long as both sides adhere to the terms of the Treaty.

The OSA controlled most parts of western Txotai. Control was limited to five out of nine counties in what was formerly the Txotai Prefecture of Shanpei AR - Kovdor, Loxi (Loshi), Miassa, Kusef (Gusev) and Korkino. Being the prefecture's capital, Kusef was jointly controlled by the OSA and the government of Txotai Prefecture (both were headquartered there). The central government in Namo recognized the OSA as an "self-administration," but did not recognize the areas it controlled as an autonomous republic or region. But in practice the five counties under OSA control were governed separately from areas controlled by the government of autonomous Shanpei.

The Otekian Self-Administration fell apart as pro-independence sentiment intensified and attacks on Kannei Namorese residents and government officials as well as ethnic Otekians supportive of the Liberationist government increased. This led to the Namorese government curtailing autonomy in OSA areas, a precedent to the Otekian rebellion in Txotai. Many officials that represented the OSA went on to work for the Second Republic of Oteki - one of the main reasons why self-administration of such a kind never returned when Namor retook the region.
